Serves as a Financial Analyst for the National Council on Disability (NCD),
an independent Federal agency, subject to the provisions of title 5 USC and
established by the Vocational Rehabilitation Act of 1973, as amended by PL
98-221, dated February 22, 1984. The NCD staff supports the Council which
is comprised of 15 members appointed by the President and confirmed by the
Senate. The Council’s principal purpose is to develop recommendations to
use in advising the President, the Congress, Federal entities, the states,
and occasionally international entities on policies and programs that
promote full inclusion, independence and equal opportunity for people with
disabilities. The Council sets its agenda using a strategic planning
process and communicates its priorities via the issuance of a five-year
Strategic Plan. The NCD is a key contributor to the development and
implementation of policies and practices affecting the disability community.

DUTIES:

• Incumbent serves as the technical authority on budget formulation and
execution for the NCD and as the principal point of contact for issues
relating to the analytical, technical and administrative duties associated
with the budgetary process, budget formulation, informal budget presentation
and execution.

• Identifies trends in the use of funds; recommends program spending
adjustments that may require rescheduling of program workloads and assists
the Director of Administration and the Executive Director in interpreting
the impact of, and planning for, multi-year financial/budgetary and program
changes.

• Analyzes NCD budget/resource requirements in relation to NCD strategic
planning goals and mission and prepares the documentation in support of the
materials required by the Office of Management and Budget (OMB).

• Monitors budget execution to assure that expenditures stay within budget
targets by reviewing documents for payment, including, but not limited to,
purchase orders, travel authorizations, vouchers and claims for
reimbursement, contracts, lease payments, services and credit card
purchases. Maintains and reconciles accounts, ledgers and financial status
reports.

• Reconciles obligations and expenditure records, expenditure data entered
in the budget and accounting system database, status of funds reports, and
end-of-year reconciliation of NCD’s financial records.

• Prepares accounting reports and conducts special financial analyses, as
requested. Also, prepares financial statements, as required by OMB or NCD
policy. Serves as the liaison to the auditors in providing supporting
documentation as requested.
