Call for Presenters! Summer 2022

The Office of Deaf and Hard of Hearing Services (ODHHS), within the Texas Health and Human Services Commission, is seeking presenters to provide virtual summer programming for youth who are deaf or hard of hearing, for the 2022 fiscal year which ends August 31, 2022. This program enables Texas youths who are deaf or hard of hearing, regardless of their communication mode, to participate in a program that provides an environment of acceptance and encouragement. This program seeks to encourage youth (between ages 8 to 17) to gain skills and confidence towards leading an independent life.

Program topics may include (but are not limited to):

  • Advocacy
  • Outdoors and Nature
  • Fitness
  • Self-Improvement
  • American Sign Language
  • Storytelling
  • Creative/Script Writing
  • Entrepreneurship
  • Art
  • Film
  • Technology
  • Science
  • Leadership

Proposals submitted in response to this Call for Presenters must be signed and completed as instructed below and received in the ODHHS office by April 30, 2022. All proposals shall become the property of the State of Texas upon receipt.

Instructions for Responding to the Call

Presentation proposed must be provided between June 1, 2022 and August 31, 2022. A separate proposal must be submitted for each presentation, unless the presentation will be offered repeatedly throughout the year. Such intent must be specified in the proposal.

Awards for proposals exceeding $10,000 will not be granted. Submittal of a proposal does not guarantee acceptance or funding.

Proposals must include:

  • Legal business name (if applicable);
    • Contact:
    • name,
    • mailing address,
    • phone number (voice or VP), and
    • email address;
  • Presentation title;
  • Description of training, not to exceed one page;
  • Priority area to be addressed;
  • Available training dates and ability to change dates if requested;
  • At least three learning objectives;
  • Agenda;
  • Presentation length;
  • Intended skill level of the target audience;
  • Relevance and importance of the topic to the target audience (include any research conducted);
  • For each presenter:
    • resume (including copies of certifications) listing all trainings and presentations given within the past
    • 5 years, including location and year, demonstrating the presenter’s knowledge, skills and ability to provide the proposed training,
    • professional biography, not to exceed 100 words, and
    • a three to five-minute video clip example, through a private YouTube account or other source, demonstrating the presenter’s teaching style;
  • Proposal fee, including a cost breakdown for:
    • each presenter, and
    • preparation time by hour.

Additional Requirements

If proposal is accepted, the presenter shall:

  • be at least 21 years of age;
  • complete financial forms for payment purposes;
  • provide to ODHHS, at least seven days before the presentation, any preparation materials relative to the presentation;
  • not charge any fees to participants;
  • ensure that ODHHS attendance sign-in sheet is signed or electrically signed by all attendees and is submitted to ODHHS within 30 days of the last day of the presentation. Attendance sign-in sheet will be
  • provided by, or approved by, ODHHS; and
  • submit an invoice within 30 days of the last day of the presentation to be reimbursed for services.

Proposal Acceptance

Proposals will be reviewed and selected on a first-come, first served basis. ODHHS reserves the right to select or reject proposals based on topics, the best interest of ODHHS and the clients to be served, and in conjunction with each presenter’s:

  • Subject training, knowledge, technical skills, and experience to serve the target audience and to conduct the presentation. Proposal should include knowledge, skills, and ability of each presenter;
  • ability to communicate effectively with youth who are deaf or hard of hearing;
  • ability to engage the audience in a manner conducive to learning, appropriate use of multimedia:
    • relevancy to topic; not distracting
    • ability to meet the needs of individuals with various learning styles
  • ability to demonstrate knowledge of topic:
    • information is clear
    • information is accurate
  • communication style is appropriate for intended audience:
    • information provided in a clear and understandable manner
    • pace of presentation is appropriate

Ancillary needs are addressed as follows:

List any ancillary needs related to the presentation. ODHHS will negotiate with the contact person to provide ancillary items as necessary.
