Primary Purpose
Ensure a well-articulated and coordinated comprehensive deaf education program. Provide effective leadership to campuses/districts/charter schools. Provide appropriate professional development and technical assistance to campuses/districts/charter schools.

Education/Certification:
•Bachelor Degree, required

•Master’s Degree, preferred

•Deaf and Hard of Hearing certification (Grade level EC-12) or Hearing Impaired certification, required

Special Knowledge/Skills:
•Team oriented attitude and desire to work collaboratively with ESC staff andcampus/district/charter school personnel.

•Strong organizational, communication, public relations, and interpersonalskills.

•Technology competency levels comparable to those required by the StateBoard of Educator Certification for all beginning teachers.

•In-depth knowledge of content (PreK-12) as related to assignment.

•In-depth knowledge of the Texas Essential Knowledge and Skills, the stateassessment and accountability system, and state & national initiatives andstandards.

•SLPI rating of advanced or higher

•Understanding of bi-bi model with an emphasis on program/classroomimplementation, and coaching experience.

•Understanding differentiated instruction to ensure success for all students.

•Understand specially designed instruction including accommodations andmodifications to ensure success for students with disabilities.

•In-depth knowledge of effective programs and instructional strategies forstudents who are deaf or hard of hearing.

Experience:
•A minimum of five years successful teaching experience in Texas public schools.

•A minimum of five years successful teaching experience with students who are deaf or hard of hearing.

•Successful experience in program development.

•Successful experience in training teachers and/or other adults.

•Successful experience in an educational leadership position; experience ina supervisory position preferred.

Essential Duties and Responsibilities
This list of essential functions is not exhaustive and may be supplemented.

•Actively participate in and/or provide leadership for inter-departmental teams tohelp improve student performance in the region, to improve the ESC internaloperations, and to meet the established goals and objectives for the ESC.

•Analyze available needs assessment data from regional, state and national sources.

•Participate in the collaborative development of a comprehensive plan for trainings,products and services to meet regional needs.

•Develop quality trainings, products and services reflecting scientifically basedresearch, national and state initiatives, and campus/district/charter school needs inthe area of deaf and hard of hearing.

•Develop quality training for teachers and administrators in curriculum content,instructional methodologies, and support structures for students with disabilities andstudents acquiring English as a second language in integrated settings.

•Develop quality training to ensure that students with disabilities demonstrateprogress in the grade-level Texas Essential Knowledge and Skills (TEKS) by usingspecially designed instructional strategies including the use of accommodations andmodifications during instruction and assessment.

•Provide trainings, products and services incorporating quality review, multiplemodels of professional development and appropriate adult learning strategies in thearea of deaf and hard of hearing.

•Model effective uses of technology in personal productivity and instructionalapplications.

•Provide technical assistance to campuses/districts/charter schools as needed, as wellas appropriate follow-up and follow-along to trainings, products and servicesprovided in the area of deaf and hard of hearing.

•Evaluate the impact of training, products and services on student performance,program application, and systems changes in the area of deaf and hard of hearing.

•Participate in designated local, state, and national professional developmentactivities and share information with ESC staff and appropriate regional personnel.

•Perform other duties as assigned.
