{"id":10993,"date":"2010-06-29T06:51:06","date_gmt":"2010-06-29T11:51:06","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=10993"},"modified":"2010-06-29T06:53:14","modified_gmt":"2010-06-29T11:53:14","slug":"family-cop-shot-dog-city-wont-pay-vet-bill","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2010\/06\/29\/family-cop-shot-dog-city-wont-pay-vet-bill\/","title":{"rendered":"Family: Cop shot dog, city won&#8217;t pay vet bill"},"content":{"rendered":"<p><strong>Family: Cop shot dog, city won&#8217;t pay vet bill<\/strong><\/p>\n<p>June 29, 2010<\/p>\n<p>By Jessica Willey<\/p>\n<p>FREEPORT, TX (KTRK) &#8212; A Freeport police officer responding to a call for<br \/>\nhelp ended up shooting a dog &#8212; a dog that was just helping his deaf owner.<br \/>\nBut what the police department did next, the owner&#8217;s family calls really<br \/>\ninsensitive.<\/p>\n<p>For 14 years, Rascal has been Barbara Khoury&#8217;s constant companion. She also<br \/>\nrelies on his bark to keep her safe. But last month, it almost killed him.<\/p>\n<p>&#8220;Boom! My ear rings,&#8221; she said.<\/p>\n<p>It is a sound even Barbara didn&#8217;t have trouble hearing, even though she&#8217;s<br \/>\nbeen deaf since birth.<\/p>\n<p>She had called 911 because she felt dizzy and couldn&#8217;t breathe. She just<br \/>\nwanted help. Instead, there was a second emergency.<\/p>\n<p>&#8220;Next thing she knows, she heard a loud shot, and then she thought the cop<br \/>\ndone killed her dog,&#8221; said her son, Don Donnelly Khoury.<\/p>\n<p>Freeport Police Chief Tyrone Morrow had an explanation.<\/p>\n<p>&#8220;He felt like he was in danger,&#8221; Morrow said.<\/p>\n<p>Morrow says when his officer cracked open the door, the barking dog charged<br \/>\nhim so he had no choice but to use deadly force.<\/p>\n<p>&#8220;All he knows is he has an injured female that needs medical attention, and<br \/>\nhis ability to render that aid is being compromised by an aggressive animal<br \/>\nwho looks like it&#8217;s going to attack,&#8221; Morrow said.<\/p>\n<p>&#8220;Right here, it was a big long gash,&#8221; Don Khoury said.<\/p>\n<p>The bullet grazed Rascal. He went to the vet, had six staples and got to go<br \/>\nhome, but it wasn&#8217;t over.<\/p>\n<p>&#8220;They&#8217;re taking advantage of my mother,&#8221; Don Khoury said.<\/p>\n<p>The city told Barbara Khoury she had to pay the vet bill. Chief Morrow made<br \/>\nthe decision and stands by it.<\/p>\n<p>&#8220;I believe it&#8217;s not our responsibility to pay for the bill that was<br \/>\nreciprocated by the lady calling us for a medical emergency,&#8221; Morrrow said.<\/p>\n<p>&#8220;Now, would we have helped her if she had said it was an issue? Absolutely,<br \/>\nbut she never expressed that.&#8221;<\/p>\n<p>Her family are the ones who are upset.<\/p>\n<p>Barbara Khoury doesn&#8217;t have any extra in her monthly budget. So to pay the<br \/>\n$280 bill, she had to go to the bank and take out a loan.<\/p>\n<p>&#8220;That&#8217;s just totally wrong,&#8221; Don Khoury said.<\/p>\n<p>He believes none of this should have happened in the first place.<\/p>\n<p>&#8220;She just wanted help,&#8221; he said.<\/p>\n<p>But Barbara Khoury and her family are grateful Rascal is still with them,<br \/>\nand for that, they thank the officer&#8217;s bad aim.<\/p>\n<p>&#8220;That&#8217;s a real good thing, yeah, or else the dog could have been in a lot<br \/>\nworse shape,&#8221; Don Khoury said.<\/p>\n<p>(Copyright \u00a92010 KTRK-TV\/DT.
