The next step for H.R. 3101 will be a floor vote by all the members<br \/>\nof the U.S. House.<\/p>\n<p>H.R. 3101 will modernize the nation&#8217;s communications laws to ensure that new<br \/>\ntelephone and television technologies are accessible.  TDI expresses deep<br \/>\nappreciation and thanks to Rep. Ed Markey (D-MA), the author of H.R. 3101;<br \/>\nto the leadership of the House Energy and Commerce Committee, Chairman Rep.<br \/>\nHenry Waxman (D-CA) and Ranking Member Rep. Barton (R-TX); and to Chairman<br \/>\nRick Boucher (D-VA) and Ranking Member Rep. Cliff Stearns (R-FL) of the<br \/>\nSubcommittee on Communications, Technology, and the Internet.<\/p>\n<p>When signed into law, this legislation will greatly improve the lives of<br \/>\nmillions of people who are deaf, hard of hearing, and deaf-blind by ensuring<br \/>\nexpanded accessibility to today&#8217;s digital technologies, including, among<br \/>\nother things:<\/p>\n<p>Require new video programming that is captioned on television to be<br \/>\ncaptioned when shown on the Internet.<\/p>\n<p>Provide up to $10 million each year for specialized telecommunications<br \/>\nequipment for low income individuals who are deaf-blind;<\/p>\n<p>Require telephones that use the Internet to be hearing aid compatible;<\/p>\n<p>Enable users of different equipment to communicate with each other through<br \/>\nrelay services, such as between captioned telephone users and videophone<br \/>\nusers; and<\/p>\n<p>Require all video display devices including those with smaller screens to<br \/>\ndisplay closed captions;<\/p>\n<p>TDI looks forward to the full U.S. House of Representatives taking up and<br \/>\npassing H.R. 3101, which could be as early as next week to commemorate the<br \/>\n20th anniversary of the Americans with Disabilities Act (ADA).<\/p>\n<p>About TDI:<br \/>\nTDI is a consumer advocacy organization that provides leadership in<br \/>\nachieving equal access to telecommunications, media, and information<br \/>\ntechnologies for 36 million Americans who are deaf and hard of hearing.
