Congress Now Sends Bill to the White<br \/>\nHouse for Presidential Signature. SIOUX FALLS, S.D. (Sept. 30, 2010) \u2013<br \/>\nYesterday, Congress passed, in both the House and Senate, the 21st Century<br \/>\nCommunications and Video Accessibility Act. Today, it goes to President<br \/>\nObama for his signature officially allowing the bill to become law. This<br \/>\nlandmark legislation has provisions which will make it much easier for<br \/>\ncitizens with disabilities to use and access newer technology (i.e., the<br \/>\nInternet, smart phones, television programming and other forms of wireless<br \/>\nand hard line communications and video technologies) that is not<br \/>\nspecifically addressed in older legislation.<\/p>\n<p>As one of the founding members of the Coalition of Organizations for<br \/>\nAccessible Technology (COAT), CSD joined over 300 other national, regional,<br \/>\nstate, and community-based disability organizations to support this<br \/>\nlegislation. Work on the legislation began nearly five years ago and through<br \/>\nconcerted efforts by many different dedicated groups and individuals, the<br \/>\nlegislation is now about to be enacted into law. It is considered to be one<br \/>\nof the most significant pieces of Federal legislation pertaining to<br \/>\ndisability rights since the historic passage of the Americans with<br \/>\nDisabilities Act (ADA) in 1990.<\/p>\n<p>\u201cWhat a tremendous victory and boon this will be in terms of disability<br \/>\nrights for millions of Americans,\u201d said Ben Soukup, president\/chief<br \/>\nexecutive officer of CSD. \u201cIt has been two decades since the passage of the<br \/>\nADA and the passage of this new law helps to ensure that those of us who<br \/>\ncannot see or hear will continue to have access to technology as it<br \/>\ncontinues to advance, just like everyone else. For most Americans, having<br \/>\ncomplete visual and audio access is a given and often taken for granted. But<br \/>\nfor those of us who may not have that access, it sometimes requires laws to<br \/>\nensure that equal access is not just a privilege for the few but a right<br \/>\nthat is guaranteed for all.\u201d<\/p>\n<p>Rep. Edward J. Markey\u00a0(D-Mass.) authored the legislation and introduced it<br \/>\nin the House and Senator Mark Pryor (D-AR) helped champion the bill in the<br \/>\nSenate. Now that both sides have joined efforts from across the aisle and in<br \/>\nboth areas of Congress, the final passage means the bill can go to the White<br \/>\nHouse for President Obama\u2019s signature. Obama is expected to sign the bill<br \/>\ninto law within the next few weeks, likely during a special formal ceremony.<br \/>\nWhat does this 21st Century Communications and Video Accessibility Act (H.R.<br \/>\n3101) mean for Americans? Among other things, it will:<\/p>\n<p>* Ensure access to the Web through improved user interfaces for smart<br \/>\nphones;<\/p>\n<p>* Enable Americans who are blind to enjoy TV more fully through audible<br \/>\ndescriptions of on-screen action;<\/p>\n<p>* Ensure that TV program guides and selection menus are also accessible to<br \/>\npeople with vision loss;<\/p>\n<p>* Provide Americans who are deaf the ability to watch new TV programs which<br \/>\nare aired online to include captions;<\/p>\n<p>* Mandate that remote controls have a button to easily access the closed<br \/>\ncaptioning on broadcast and pay TV;<\/p>\n<p>* Require that telecom equipment used to make calls over the Internet is<br \/>\ncompatible with hearing aids;<\/p>\n<p>* Create programs for low-income Americans who are deaf or blind, to<br \/>\npurchase or acquire accessible Internet access and telecom<br \/>\nservices\/equipment so these individuals can more fully participate in<br \/>\nsociety.<\/p>\n<p>\u201cCSD is extremely pleased that we have been a part of this exciting process<br \/>\nand that by working together, along with so many other, like-minded<br \/>\norganizations and individuals, that we have been able to successfully<br \/>\nconvince officials, lawmakers and others about the need for such accessible<br \/>\nservices, programs and laws,\u201d added Soukup.
