Video content on portable devices ranges from streamed<br \/>\ntelevision programs and &#8220;Webisodes&#8221; to elementary school science<br \/>\nexperiments, from university lectures to health and behavior management<br \/>\ninformation for heart attack survivors. Companies increasingly use video<br \/>\npodcasts as cost-effective methods for delivering product and training<br \/>\nmaterials to their employees or customers. Emergency management agencies are<br \/>\ndeveloping alert and information systems that send content sent directly to<br \/>\nportable devices.<\/p>\n<p>However, the 22 million Americans who are deaf or hard-of-hearing cannot<br \/>\nbenefit from this content because mobile-video technologies do not address<br \/>\nthe technical requirements for packaging and delivering captions. Even<br \/>\nvideo-enabled mobile devices that have the technical capability of<br \/>\ndownloading captioned content from the Web do not provide user interfaces to<br \/>\nallow caption display.<\/p>\n<p>NCAM is researching these barriers and develop captioning solutions that<br \/>\nwill serve as models for the mobile media and technology industries and for<br \/>\npublic-policy developers. The project team has identified the problems that<br \/>\ncurrently exist in the creation and delivery of captions to mobile devices,<br \/>\nand is testing required accessibility changes in production tools, formats,<br \/>\ndelivery methods and display technologies. Prototypes model technical<br \/>\nsolutions for compression, packaging, identification, retrieval, downloading<br \/>\nand processing of captioned video to portable devices. Prototypes also model<br \/>\ncaption display options and explore customization capabilities; consumers<br \/>\nwho are deaf or hard-of-hearing are now evaluating the usability of project<br \/>\nsolutions.<\/p>\n<p>Project activities include:<\/p>\n<p>* creation of demonstration models that show multiple methods of creating,<br \/>\ndistributing, downloading and displaying captioned content on handheld<br \/>\ndevices;<br \/>\n* publication of usability research on accessible interface and<br \/>\ncaption-display options; distributing information for content creators,<br \/>\nservice providers, and third-party tool developers to create and transcode<br \/>\ncaptions;<br \/>\n* detailing the requirements necessary for non-proprietary as well as<br \/>\nproprietary text and video formats to render captions.<\/p>\n<p>Please note: On October 15, 2009, the Advanced Television Systems Committee<br \/>\n(ATSC) approved the A\/153 ATSC Mobile DTV Standard, which defines the<br \/>\ntechnical specifications necessary for broadcasters to provide services to<br \/>\nmobile and handheld devices using their DTV transmissions. ATSC Mobile DTV<br \/>\nsupports a variety of services including free (advertiser-supported)<br \/>\ntelevision, interactive services delivered in real-time, subscription-based<br \/>\nTV and content download for playback at a later time. A\/153 includes support<br \/>\nfor the transmission of CEA-708 closed-caption data.
