Reaches Out To Deaf Community<\/strong><\/p>\n<p>By Andrea Lucia, CBS 11 News<\/p>\n<p>November 13, 2010<\/p>\n<p>FORT WORTH (CBSDFW.COM) \u2013 Christopher Ferrell only wanted to communicate<br \/>\nwith the police officer who pulled him over for speeding. But, when Ferrell<br \/>\ndidn\u2019t respond to commands, the officer jerked him out of his car and<br \/>\nslammed him against its back window.<\/p>\n<p>The officer seemed oblivious to Ferrell\u2019s message \u2013 that he was deaf.<br \/>\nFerrell ended up with a broken nose that night in November of 2007 and,<br \/>\nlater, a $50,000 settlement from the City of Fort Worth.<\/p>\n<p>\u201cWe have a lot of problems with the police department not communicating with<br \/>\ndeaf people,\u201d said Norma Castillo, through an interpreter.<\/p>\n<p>An advocate from the Deaf Action Center, Castillo said the deaf are often<br \/>\nintimidated by police.<\/p>\n<p>\u201cThey look at them as having discrimination,\u201d she said.<\/p>\n<p>The Fort Worth Police Department is trying to change that perception.<\/p>\n<p>On Saturday, it held its first ever community forum for the deaf and hard of<br \/>\nhearing, trying to promote education on each side.<\/p>\n<p>\u201cWe know there are areas of improvement,\u201d said Chief Jeffrey Halstead.<\/p>\n<p>Officers are now being taught to read a person\u2019s body language for signs<br \/>\nindicating they might not be able to hear.<\/p>\n<p>They\u2019re also learning to use basic sign language during emergencies.<br \/>\nSeventeen-year-old Cathy Ayala is happy for the opportunity to learn from<br \/>\npolice as well, so she knows how to avoid any confusion.<\/p>\n<p>\u201cI think it\u2019s really worth it that we came.
