{"id":12408,"date":"2010-11-24T06:36:14","date_gmt":"2010-11-24T11:36:14","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=12408"},"modified":"2010-11-24T06:54:53","modified_gmt":"2010-11-24T11:54:53","slug":"fcc-updating-911-for-the-texting-generation-srsly","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2010\/11\/24\/fcc-updating-911-for-the-texting-generation-srsly\/","title":{"rendered":"FCC Updating 911 for the Texting Generation, SRSLY"},"content":{"rendered":"<p><strong>FCC Updating 911 for the Texting Generation, SRSLY<\/strong><\/p>\n<p>By Ryan Singel<br \/>\nNovember 22, 2010<\/p>\n<p>In a bid to bring the life-saving emergency service 911 into the 21st<br \/>\ncentury, the FCC is looking at letting citizens report crimes through text<br \/>\nmessages and even stream video from their mobile phones to emergency<br \/>\ncenters.<\/p>\n<p>Established as a national standard in 1968, 911 handles more than 230<br \/>\nmillion calls a year \u2014 70 percent of which now come from mobile phones.<\/p>\n<p>The last real overhaul of 911 by the FCC came in 2001, when mobile carriers<br \/>\nwere required to allow 911 to identify the location of callers either<br \/>\nthrough GPS or cell-tower data. In the middle of the decade, some internet<br \/>\ntelephony companies were also required to implement 911 calling that would<br \/>\nroute emergency calls to the appropriate local center \u2014 a non-trivial task<br \/>\ngiven the mobility of laptops and equipment using voice-over-internet<br \/>\nprotocol (VOIP).<\/p>\n<p>But the 911 system still can\u2019t handle text messages, multimedia messages or<br \/>\nstreaming video, all of which could be very helpful to first responders. A<br \/>\nsystem that could handle those messages would also allow people to report<br \/>\ncrimes without being overheard, which could be useful in situations ranging<br \/>\nfrom kidnapping to seeing someone being robbed on the street.<\/p>\n<p>In a press release announcing Tuesday\u2019s changes, the FCC pointed to the<br \/>\nnow-infamous shooting rampage at Virginia Tech as an example of how a more<br \/>\nmodern system could be useful.<\/p>\n<p>\u201cThe technological limitations of 9-1-1 can have tragic, real-world<br \/>\nconsequences,\u201d the release said. \u201cDuring the 2007 Virginia Tech campus<br \/>\nshooting, students and witnesses desperately tried to send texts to 9-1-1<br \/>\nthat local dispatchers never received. If these messages had gone through,<br \/>\nfirst responders may have arrived on the scene faster with firsthand<br \/>\nintelligence about the life-threatening situation that was unfolding.\u201d<\/p>\n<p>The FCC also plans to allow automated pinging of 911 by sensors, including<br \/>\nchemical detection sensors, alarm systems, medical devices and systems like<br \/>\nOn-Star in automobiles.<\/p>\n<p>It\u2019s not clear yet where the money will come from for the upgrades, whether<br \/>\nthey will be federal requirements states and cities must carry out or if<br \/>\nthey will simply be suggestions.
