{"id":13336,"date":"2011-02-23T16:58:06","date_gmt":"2011-02-23T21:58:06","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=13336"},"modified":"2011-02-23T22:24:08","modified_gmt":"2011-02-24T03:24:08","slug":"valley-residents-worried-about-cuts-to-deaflink-program","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2011\/02\/23\/valley-residents-worried-about-cuts-to-deaflink-program\/","title":{"rendered":"Valley residents worried about cuts to DeafLink program"},"content":{"rendered":"<p><strong>Valley residents worried about cuts to DeafLink program<\/strong><\/p>\n<p>by Katie Lopez<br \/>\nFebruary 21, 2011<\/p>\n<p>Jennifer Powell\u2019s hands are her key to the world.<\/p>\n<p>Each and every day she uses them to communicate with people all over Texas.<\/p>\n<p>Part of that communication is through the accessible hazard alert system.<\/p>\n<p>These accessible alerts provide information related to \u2018threats of life or<br \/>\nproperty\u2019 on a 24\/7 basis.<\/p>\n<p>When these alerts land into Powell\u2019s hands she immediately starts the phone<br \/>\ntree.<\/p>\n<p>&#8220;It&#8217;s called the buddy system\u201d Powell said. \u201cI spread the information to<br \/>\neveryone in the deaf community&#8212;that&#8217;s how this system works.&#8221;<\/p>\n<p>But as of January 31st that service, administered by the Texas Division of<br \/>\nEmergency Management, was cut off.<\/p>\n<p>\u201cI was shocked and very disappointed,\u201d Powell said.<\/p>\n<p>The Governor\u2019s office claimed not enough people were signed up for the alert<br \/>\nsystem.<\/p>\n<p>They said only four people in the Rio Grande Valley were taking part in the<br \/>\nprogram.<\/p>\n<p>Powell said there is far more people than that who rely on this service\u2014just<br \/>\nover 2,000 people from Roma to Brownsville.<\/p>\n<p>&#8220;I&#8217;m disappointed that the governor was not aware that a few people signed<br \/>\nup but they represent the deaf community,&#8221; Powell said.<\/p>\n<p>Powell said, while many cities offer a text messaging alert system and there<br \/>\nis close captioning on the television, it is not much help.<\/p>\n<p>She said many people who are deaf cannot read or write past a third grade<br \/>\nlevel.<\/p>\n<p>&#8220;They don&#8217;t understand what the captioning says,\u201d Powell said. \u201dIf the<br \/>\ninterpreter isn&#8217;t on the television then they will not be aware.&#8221;<\/p>\n<p>Powell said if they are not aware then they are put in a potentially deadly<br \/>\nsituation.<\/p>\n<p>Source:<\/p>\n<p><a href=\"http:\/\/www.valleycentral.com\/news\/story.aspx?id=583996\" target=\"_blank\">http:\/\/www.valleycentral.com\/news\/story.aspx?id=583996<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley residents worried about cuts to DeafLink program by Katie Lopez February 21, 2011 Jennifer Powell\u2019s hands are her key to the world.
