{"id":13759,"date":"2011-04-04T22:32:07","date_gmt":"2011-04-05T03:32:07","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=13759"},"modified":"2011-04-05T02:08:02","modified_gmt":"2011-04-05T07:08:02","slug":"texas-lawmakers-send-family-planning-money-to-pro-life-centers","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2011\/04\/04\/texas-lawmakers-send-family-planning-money-to-pro-life-centers\/","title":{"rendered":"Texas lawmakers send family planning money to pro-life centers"},"content":{"rendered":"<p><strong>Texas lawmakers send family planning money to pro-life centers<\/strong><\/p>\n<p>Written by EDITORIAL STAFF<br \/>\nApril 4, 2011<\/p>\n<p>Texas lawmakers passed a series of amendments to the biennial state budget<br \/>\nthat would move nearly $70 million in funding for family planning to<br \/>\norganizations that provide alternatives to abortion and other health<br \/>\nservices.<\/p>\n<p>The 2012-13 budget passed 98-49, largely along party lines, in the Texas<br \/>\nHouse late Sunday night, and Democrats were seen voting \u201cpresent\u201d instead of<br \/>\nrejecting amendments providing extra funding for mental health services for<br \/>\nchildren, trauma care, and funding for the deaf and the blind, according to<br \/>\nthe Texas Tribune.<\/p>\n<p>In a 100-44 vote Friday, the House passed an amendment by Republican Rep.<br \/>\nRandy Weber that transfers almost $7.4 million from family planning funding<br \/>\nto crisis pregnancy centers, which provide alternatives to abortions.<\/p>\n<p>Abortion giant Planned Parenthood responded on Twitter, saying, \u201cOutrageous!<br \/>\nTX House just voted to take $8.3 million from family planning to give to<br \/>\nunregulated crisis pregnancy centers for the next 2 yrs.\u201d<\/p>\n<p>House GOP then started diverting family planning funding to other health<br \/>\nservices, causing Democratic Rep. Sylvester Turner to claim the amendments<br \/>\nwere causing the lawmakers to choose between funding \u201cchild one or child<br \/>\ntwo.\u201d He then urged Democrats to to abstain from voting on the amendments,<br \/>\nwhich as many as 44 members did.<\/p>\n<p>Democrats shied away from talking about the abortions provided by family<br \/>\nplanning services, but instead focused on how the cuts would affect the<br \/>\nscreenings for diabetes, breast and cervical cancer testings, and other<br \/>\nmedical screenings provided by the services.<\/p>\n<p>But Holly Whitehead, executive director of Pregnancy Resources of Abilene,<br \/>\nTexas, said that there are a number of non-profit organizations, including<br \/>\nAlliance for Women and Children and the local health department, that also<br \/>\nprovide medical examinations for women at a low cost without providing<br \/>\nabortions.  She also stressed that these organizations do not have the<br \/>\nprofit component of Planned Parenthood and other family planning<br \/>\norganizations.<\/p>\n<p>\u201cI think that putting money into human services that are helpful to women<br \/>\nand families is a good thing,\u201d she said, noting that with the extra money,<br \/>\nthose organizations will be able to expand their services.<\/p>\n<p>House Republicans also passed amendments that diverted family planning<br \/>\nfunding to other health services, causing Democratic Rep. Sylvester Turner<br \/>\nto claim the amendments were causing the lawmakers to choose between funding<br \/>\n\u201cchild one or child two.\u201d He then urged Democrats to to abstain from voting<br \/>\non the amendments, which as many as 44 members did.<\/p>\n<p>One amendment would add $6.6 million to pay for services for children with<br \/>\nautism, while another moved $1 million to mental health services for<br \/>\nchildren. Also in the bill were amendments to move money to trauma care,<br \/>\nearly childhood intervention and the Department of Aging and Disability<br \/>\nServices, and care for the deaf and the blind. All of the amendments were<br \/>\nadopted.<\/p>\n<p>Republican Rep.
