Northbound lanes will typically be closed from 8:30 a.m. (near the<br \/>\nend of the morning rush period with heaviest inbound traffic) until 7 p.m. ,<br \/>\nand southbound lane closures will run from 7 a.m. until 4 p.m. , ending<br \/>\nbefore outbound traffic thickens. At least one lane will always be open in<br \/>\neach direction.<\/p>\n<p>The second phase, expected to last from about June 10 to June 27 , will run<br \/>\nfrom Annie Street to Nellie Street at the south end of the Texas School for<br \/>\nthe Deaf&#8217;s frontage on South Congress. The final phase, from about June 28<br \/>\nto July 15 , will cover the Nellie-to-Riverside interval, according to the<br \/>\ncity&#8217;s Public Works Department.<\/p>\n<p>The project, which follows extensive underground utility replacement work<br \/>\nthat left parts of South Congress uneven and pockmarked, involves removing<br \/>\nthree inches of pavement and replacing it with new asphalt.<\/p>\n<p>On-street parking in the posted work zones will be prohibited during<br \/>\nconstruction.
