{"id":14615,"date":"2011-06-05T20:05:45","date_gmt":"2011-06-06T01:05:45","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=14615"},"modified":"2011-06-05T20:26:22","modified_gmt":"2011-06-06T01:26:22","slug":"tell-the-la-commission-for-the-deaf-ask-deaf-first","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2011\/06\/05\/tell-the-la-commission-for-the-deaf-ask-deaf-first\/","title":{"rendered":"Tell the LA Commission for the Deaf &#8220;ASK DEAF FIRST!&#8221;"},"content":{"rendered":"<p><strong>Tell the LA Commission for the Deaf &#8220;ASK DEAF FIRST!&#8221;<\/strong><\/p>\n<p>STARTED BY Deaf Action Center of Louisiana<\/p>\n<p>OVERVIEW<\/p>\n<p>My name is Patty Warmack, as a person who is Deaf and the President of the<br \/>\nDAC, I was shocked to learn on Friday, April 1, 2011 the Betty and Leonard<br \/>\nPhillips Deaf Action Center of Louisiana (DAC) had lost two critical<br \/>\ncontracts we\u2019ve held for over 28 years. These contracts are worth $260,000<br \/>\nover a 3 year period and are essential for the Center to operate at our high<br \/>\nstandards. More troubling than losing this critical funding, the northwest<br \/>\nLouisiana Deaf Community was not consulted and will be losing some of the<br \/>\nvital services it has had in the past and deserves in the future. This is a<br \/>\nterrible blow for a group that has worked hard to be a important and<br \/>\nproductive part of northwest Louisiana.<\/p>\n<p>The Deaf Action Center has a 30 year documented record of providing quality<br \/>\ninterpreting and assisted listening device services throughout north<br \/>\nLouisiana.  Without regard for that history, the current executive director<br \/>\nof the Louisiana Commission for the Deaf (LCD) has provided limited, and in<br \/>\nsome cases, inaccurate, information to the LCD regarding DAC\u2019s performance.<br \/>\nConsequently, LCD, acting on limited time before the new state fiscal year,<br \/>\nawarded these contracts to another agency with very little working knowledge<br \/>\nof deafness, Deaf Culture, limited experience in working with the Deaf<br \/>\nCommunity and no qualified\/certified interpreters.<\/p>\n<p>Therefore the Deaf Action Center is asking you to consider signing this<br \/>\npetition to stop LCD from turning a deaf ear to north Louisiana\u2019s Deaf and<br \/>\nfor it to take the following actions:<\/p>\n<p>1.  Ask the the Deaf Community before making such an important decision.<br \/>\nTheir opinion should be taken into consideration, regardless of the<br \/>\ncircumstances.<\/p>\n<p>2.  Cease any contractual arrangements for interpreting services and<br \/>\nequipment distribution services with New Horizons Independent Living Center<br \/>\nin Shreveport, Louisiana and contract with the Betty and Leonard Phillips<br \/>\nDeaf Action Center of Louisiana for these services (interpreting and<br \/>\nassistive listening device distribution).<\/p>\n<p>3.  Even though the Louisiana Commission for the Deaf is not required to<br \/>\nsolicit Requests for Proposals (RFPs); to immediately establish an RFP<br \/>\nprocess by which agencies can submit proposals to demonstrate their fitness<br \/>\nto provide specific services.<\/p>\n<p>4.
