FCC sets six-month deadline for Internet closed captioning<\/strong><\/p>\n

The FCC\u2019s Video Programming Accessibility Advisory Committee delivered its
\nreport on closed captioning last week, setting in motion a six-month time
\nperiod for new rules requiring captions on the Internet.<\/p>\n

\u201cGiven the goal of providing closed captioning for television programming
\ndelivered over the Internet, the fundamental performance objective is that
\nregardless of how the captioned video is transmitted and decoded, the
\nconsumer must be given an experience that is equal to, if not better than,
\nthe experience provided as the content was originally aired on
\ntelevision,\u201d the report, dated July 13, said.<\/p>\n

The law requires the FCC to release advanced captioning rules within six
\nmonths of receiving the report. Next January, captioning for live and
\nnear-live programming must be online. By next July, all prerecorded
\nprogramming \u201csubstantially edited\u201d for the Internet must be captioned.<\/p>\n

The report recommends performance objectives, technical standards and
\nregulations. No information can be lost in the transcoding process,
\nincluding spelling, positioning, timing and presentation.<\/p>\n

Carriers of Internet media must support closed-captioning and end-user
\ndisplay in terms of language, character color, opacity, size, edge,
\nbackground and font. Exemptions may be granted for certain features. For
\nexample, a gray-scale screen may be substituted for color choices. \u201cUser
\nsettings are new to players which support Internet-delivered video, and will
\nrequire time and effort to implement,\u201d the report said.<\/p>\n

The new rules allow for Internet delivery of the single standard interchange
\nformat now used for digital television. Distributors can transcode for
\nvarious playout options \u2014 such as proprietary or browser-based players \u2014 as
\nlong as the captioning characteristics are maintained.<\/p>\n

WGBH-TV in Boston first introduced closed captioning in the 1970s on Julia
\nChild\u2019s PBS program, \u201cThe French Chef.\u201d Congress mandated closed captioning
\nfor most television programming in the 1996 Telecommunications Act.
\nPresident Obama extended closed captioning to Internet-distributed TV shows
\nlast October with the Twenty-First Century Communications and Video
\nAccessibility Act of 2010.<\/p>\n
