{"id":15181,"date":"2011-07-26T03:32:21","date_gmt":"2011-07-26T08:32:21","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=15181"},"modified":"2011-07-26T03:57:12","modified_gmt":"2011-07-26T08:57:12","slug":"fcc-sets-six-month-deadline-for-internet-closed-captioning","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2011\/07\/26\/fcc-sets-six-month-deadline-for-internet-closed-captioning\/","title":{"rendered":"FCC sets six-month deadline for Internet closed captioning"},"content":{"rendered":"<p><strong>FCC sets six-month deadline for Internet closed captioning<\/strong><\/p>\n<p>July 24, 2011<\/p>\n<p>By Michael Grotticelli<\/p>\n<p>The FCC\u2019s Video Programming Accessibility Advisory Committee delivered its<br \/>\nreport on closed captioning last week, setting in motion a six-month time<br \/>\nperiod for new rules requiring captions on the Internet.<\/p>\n<p>\u201cGiven the goal of providing closed captioning for television programming<br \/>\ndelivered over the Internet, the fundamental performance objective is that<br \/>\nregardless of how the captioned video is transmitted and decoded, the<br \/>\nconsumer must be given an experience that is equal to, if not better than,<br \/>\nthe experience provided as the content was originally aired on<br \/>\ntelevision,\u201d the report, dated July 13, said.<\/p>\n<p>The law requires the FCC to release advanced captioning rules within six<br \/>\nmonths of receiving the report. Next January, captioning for live and<br \/>\nnear-live programming must be online. By next July, all prerecorded<br \/>\nprogramming \u201csubstantially edited\u201d for the Internet must be captioned.<\/p>\n<p>The report recommends performance objectives, technical standards and<br \/>\nregulations. No information can be lost in the transcoding process,<br \/>\nincluding spelling, positioning, timing and presentation.<\/p>\n<p>Carriers of Internet media must support closed-captioning and end-user<br \/>\ndisplay in terms of language, character color, opacity, size, edge,<br \/>\nbackground and font. Exemptions may be granted for certain features. For<br \/>\nexample, a gray-scale screen may be substituted for color choices. \u201cUser<br \/>\nsettings are new to players which support Internet-delivered video, and will<br \/>\nrequire time and effort to implement,\u201d the report said.<\/p>\n<p>The new rules allow for Internet delivery of the single standard interchange<br \/>\nformat now used for digital television.
