Research on Education and Employment Outcomes for Deaf and Hard of Hearing<\/strong>
\n to be Funded by $1.3 Million Grant<\/strong><\/p>\n

AUSTIN, Texas \u2014 University of Texas at Austin educational psychologist
\nStephanie Cawthon has received $1.3 million from the U.S. Department of
\nEducation to spearhead a nationwide effort to reduce dropout rates and
\nimprove postsecondary education and employment outcomes for individuals who
\nare deaf and hard of hearing.<\/p>\n

Cawthon will use the grant money to oversee the research arm of a newly
\nformed national Center for Results in Education and Employment for Deaf
\nStudents.<\/p>\n

\u201cI\u2019ll be evaluating the resources, accommodations and policies that are in
\nplace now and determining what changes may be needed to help deaf and hard
\nof hearing individuals successfully transition from high school to
\npostsecondary education and then into jobs,\u201d said Cawthon, an assistant
\nprofessor in the College of Education\u2019s Department of Educational
\nPsychology. \u201cCenter activities will focus on evidence-based practices and
\nwill be developed from the most current scientific findings from
\ninterdisciplinary fields.\u201d<\/p>\n

Cawthon will spend the first year of the five-year grant conducting a
\nnational needs assessment and literature review to identify gaps in services
\nfor individuals who are deaf and hard of hearing.<\/p>\n

\u201cMany who are deaf may have unidentified issues such as learning
\ndisabilities and aren\u2019t receiving help and resources for those needs,\u201d said
\nCawthon. \u201cAlso, at the secondary level, education and transition needs often
\nare left unaddressed. The needs assessment will give us a clearer picture of
\nthe current situation and help the center be more efficient and
\neffective.\u201d<\/p>\n

Cawthon said it is not enough to make resources such as online chat forums
\nand informational blogs available to professionals who work with deaf and
\nhard of hearing students. It also is important to place those resources
\nwhere a widely dispersed target population can easily find and access them.<\/p>\n

Estimates vary, but recent federal statistics and research indicate that two
\nto four of every 1,000 people in the U.S. are \u201cfunctionally deaf\u201d and
\nanywhere from 37 to 140 of every 1,000 people are hard of hearing. The most
\nrecent data available from the U.S. Census Bureau\u2019s Survey of Income and
\nProgram Participation suggest that about 0.38 percent of the population over
\n5 years of age is deaf.<\/p>\n

\u201cMany institutions, like universities, may only have two or three deaf
\nstudents and may not have had anyone in place to administer tests in
\nAmerican Sign Language or help them with career counseling and placement,\u201d
\nsaid Cawthon. \u201cThe center will be able to help these institutions build
\ncapacity and tap into resources that may already exist somewhere else in the
\nnation.\u201d<\/p>\n

Cawthon\u2019s $1.3 million in funding is part of a total $20 million, five-year
\ngrant from the Department of Education\u2019s Office of Special Education
\nPrograms. In addition to The University of Texas at Austin, the center also
\nincludes university partners California State University-Northridge, St.
\nPaul College in Wisconsin, the University of Montana at Missoula and the
\nUniversity of Wisconsin-Milwaukee.<\/p>\n
