{"id":16471,"date":"2011-11-01T04:55:11","date_gmt":"2011-11-01T09:55:11","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=16471"},"modified":"2011-11-01T05:09:27","modified_gmt":"2011-11-01T10:09:27","slug":"fcc-adopts-rules-requiring-certain-voip-providers-to-contribute-to-trs-fund","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2011\/11\/01\/fcc-adopts-rules-requiring-certain-voip-providers-to-contribute-to-trs-fund\/","title":{"rendered":"FCC Adopts Rules Requiring Certain VoIP Providers to Contribute to TRS Fund"},"content":{"rendered":"<p><strong>FCC Adopts Rules Requiring Certain VoIP Providers to Contribute to TRS Fund<\/strong><\/p>\n<p>On October 7, 2011, the FCC released new rules requiring interconnected and<br \/>\nnon-interconnected voice over Internet protocol (VoIP) service providers to<br \/>\nparticipate in and contribute to the Telecommunications Relay Services Fund<br \/>\n(TRS Fund).<\/p>\n<p>The NAD commends the FCC for these new rules, which are a step in the right<br \/>\ndirection. The NAD encourages the FCC to monitor the solvency of the TRS<br \/>\nFund as telephone services via Internet connections evolve. The NAD led the<br \/>\nway in drafting and submitting comments on behalf of several consumer groups<br \/>\n(Press Release; Consumer Groups\u2019 Comments).<\/p>\n<p>See previous press release &#8211; <a href=\"http:\/\/bit.ly\/tknkG6\" target=\"_blank\">http:\/\/bit.ly\/tknkG6<\/a><\/p>\n<p>Consumer Group&#8217;s Comment link &#8211;\u00a0<a href=\"http:\/\/fjallfoss.fcc.gov\/ecfs\/document\/view?id=7021345980\" target=\"_blank\">http:\/\/fjallfoss.fcc.gov\/ecfs\/document\/view?id=7021345980<\/a><\/p>\n<p>Traditional telephone services are already required by law to pay into the<br \/>\nTRS Fund which supports relay services for deaf and hard of hearing people<br \/>\nacross the country. However, in the last few years we have seen the<br \/>\ntelephone system evolve to include more and more phone calls made over the<br \/>\nInternet via VoIP. In 2007, the FCC issued rules that required<br \/>\ninterconnected VoIP providers to contribute to the TRS Fund. This rule<br \/>\nbecame law with the 21st Century Communications and Video Accessibility Act<br \/>\nof 2010 (CVAA), which also expanded the requirement to certain<br \/>\nnon-interconnected VoIP providers.<\/p>\n<p>Interconnected VoIP service allows people to make and receive calls to and<br \/>\nfrom traditional phone numbers using an Internet connection, possibly a<br \/>\nhigh-speed Internet connection (for example, Vonage). Non-interconnected<br \/>\nVoIP service generally allows people to only make or receive calls from or<br \/>\nto the public switched telephone network (such as making a call to<br \/>\nsomebody\u2019s cell phone through Skype).<\/p>\n<p>Interconnected VoIP service providers must contribute to the TRS Fund.<br \/>\nNon-interconnected VoIP service providers must also contribute to the TRS<br \/>\nFund if they earn interstate revenues from people who have purchased and use<br \/>\ntheir services.<\/p>\n<p>In our comments, we explained that one day people may be able to make<br \/>\ntelephone calls for free, such as in exchange for viewing advertisements on<br \/>\ntheir phones or computers (similar to basic television or online news<br \/>\nwebsites), and we need to make sure that such free non-interconnected VoIP<br \/>\nservices contribute to the TRS Fund. The FCC did not go as far as we wanted<br \/>\nwith this order and require contributions from all non-interconnected VoIP<br \/>\nservice providers; however, the FCC has reserved the right to re-visit this<br \/>\nissue such as if the revenue model for telecommunications evolves.<\/p>\n<p>We appreciate the hard work of the FCC in implementing this requirement<br \/>\nunder the CVAA and we urge the FCC to continue monitoring the evolution of<br \/>\ntelecommunications and safeguard the solvency of the TRS Fund.<\/p>\n<p>Click here to read the October 7, 2011 Report and Order.
