[Dallas County says when Emergency Alert System goes out don\u2019t stress, it\u2019s
\nonly a test]<\/p>\n

[Dallas, TX] \u2013 [The first nationwide test of the Emergency Alert System, or
\nEAS, will take place at 1:00 p.m., Central Time, and 12:00 noon, Mountain
\nTime) on November 9, 2011. The broadcasters, along with FEMA and the FCC,
\nhave been working hard to ensure both the success of the test AND that the
\npublic is informed and fully aware in advance.<\/p>\n

Remember \u2013 DON\u2019T STRESS, THIS IS ONLY A TEST!<\/p>\n

Also provided for your use and your websites are the links below in American
\nSign Language (ASL) in both English and Spanish for the deaf community.
\nThis is being provided and it is important to note that the video might not
\nshow or might not advise that “this is a test.” To address specific
\nconcerns for our deaf citizens since the VIDEO test might not say \u201cthis is
\nonly a test\u201d and the radio or audio version will.<\/p>\n

Per the FCC: due to limitations of the EAS, the video test message may not
\nbe the same and may not indicate \u201cthis is a test\u201d. This is due to the use of
\na \u201clive\u201d national code \u2013 the same code that would be used in an actual
\nemergency. Also, the background image that appears on video screens may
\nindicate \u201cthis is a test\u201d but in some cases there may be no image at all.
\nFEMA and the FCC plan to reach out to organizations representing people with
\nhearing disabilities to prepare that community for the national test.<\/p>\n

This test is similar to the way local emergency alert system tests are
\nconducted; HOWEVER this will be the first nationwide test. It is expected
\nto be broadcast simultaneously on most U.S. radio stations and television
\nstations to include (cable and satellite). This nationwide EAS Test will
\nhelp determine the reliability of the system and its effectiveness in
\nenabling the President of the United States to address the American public
\nduring extreme regional or national emergencies.<\/p>\n
