Two federal government agencies,<br \/>\nthe Federal Communications Commission (FCC) and the Federal Emergency<br \/>\nManagement Agency (FEMA), are testing this system for the first time<br \/>\nnationwide to find out how well it works.<\/p>\n<p>It is only a test. The order stops<br \/>\nthe assignment of new toll-free numbers to Video Relay Service (VRS) users<br \/>\nand requires the transition to local ten-digit numbers.
