Responsible and accountable for continuous<br \/>\nimprovement of customer service levels and executing the Assistant<br \/>\nCommissioner\u2019s goals and guiding principles. Works under limited direction<br \/>\nwith extensive latitude for the use of initiative and independent judgment.<\/p>\n<p>Essential Job Functions:<\/p>\n<p>Establishes and maintains the DRS business and planning as a member of the<br \/>\nsenior management team, assisting the Assistant Commissioner and other DRS<br \/>\nexecutives to devise plans and specific activities to accomplish visionary<br \/>\nconcepts outlined by the Assistant Commissioner. Provides information and<br \/>\ncounsel to DRS executives and management on deaf and hard of hearing<br \/>\nservices delivery trends and their impact. Provides overall program vision,<br \/>\nleadership and strategic direction to the Office for Deaf and Hard of<br \/>\nHearing Services. Directs the overall planning, implementation, coordination<br \/>\nand evaluation of Deaf and Hard of Hearing Services programs and policies to<br \/>\npromote effective program administration and service delivery. Plans,<br \/>\nimplements and administers diverse programs to meet agency objectives. Makes<br \/>\nmajor program management decisions impacting statewide agency operations,<br \/>\nother state agencies and large numbers of clients and agency resources.<br \/>\nReviews and evaluates impact of proposed federal and state laws on program<br \/>\noperations. Assesses and directs the evaluation of service needs of clients<br \/>\nby defining target populations to be served and recommends the scope,<br \/>\ncontent and quality of services to be provided at given funding levels.<br \/>\nCoordinates service delivery issues with the DRS Assistant Commissioner.<br \/>\nCoordinates the development of the Deaf and Hard of Hearing Services budget<br \/>\nand Deaf and Hard of Hearing Services components of the Legislative<br \/>\nAppropriations Request process in conjunction with the DRS Assistant<br \/>\nCommissioner. Reviews and makes management decisions regarding budget and<br \/>\nstaff allocation for Deaf and Hard of Hearing Services programs<br \/>\nadministered. Advises the Assistant Commissioner on the status and progress<br \/>\nof Deaf and Hard of Hearing Services programs and recommends methods for<br \/>\neffective and efficient utilization of resources. Manages and develops staff<br \/>\nthrough review of performance data, consultation, training, and performance<br \/>\nappraisal. Responsible for hiring and selection, assigning work, completing<br \/>\nperformance evaluations, recommending personnel and disciplinary actions,<br \/>\nand scheduling and approving leave.<\/p>\n<p>Knowledge Skills Abilities:<\/p>\n<p>Knowledge of state and federal laws related to department programs,<br \/>\nincluding section 504 of the Rehab Act, as amended, and the Americans with<br \/>\nDisabilities Act, as well as the Texas legislative process; Skilled in<br \/>\nstrategic planning, executing and evaluating complex programs, rules,<br \/>\nregulations, policies and procedures, and to make timely and effective<br \/>\ndecisions and produce results; Skill in management of department resources;<br \/>\nSkill in working collaboratively and cooperatively with diverse groups;<br \/>\nAbility to develop, implement, communicate and lead an organizational vision<br \/>\nwhich integrates key state and program goals, priorities, values and other<br \/>\nfactors; Skilled in the principles of effective leadership, with the ability<br \/>\nto promote and support creative thinking, various leadership styles; Ability<br \/>\nto lead, implement and balance change and continuity to continually strive<br \/>\nto improve customer service and program performance within the basic state<br \/>\ngovernment framework; Ability to implement and use new technology and work<br \/>\nprocesses to enhance decision making; Ability to effectively communicate,<br \/>\nexplain, express facts and idea and negotiate with individuals and groups,<br \/>\ninternally and externally to the organization;<\/p>\n<p>Registration or Licensure Requirements:<\/p>\n<p>Initial Selection Criteria:<\/p>\n<p>1. Graduate degree from an accredited college or university five years<br \/>\nprogressive management experience in a senior or executive management role.<br \/>\nOR 2. Bachelor&#8217;s degree from an accredited college or university plus seven<br \/>\nyears progressive management experience in a rehabilitation program. AND<br \/>\nExperience with federal and state laws, regulations, policies, procedures<br \/>\nrelated to consumer services programs, to include Deaf and Hard of Hearing<br \/>\nServices, Vocational Rehabilitation, and Independent Living Services.<br \/>\nExperience developing, monitoring and implementing strategic plans in<br \/>\nproviding program direction that increases effectiveness of direct service<br \/>\ndelivery programs for people with disabilities. Experience in working<br \/>\ncollaboratively and cooperatively with diverse groups. Experience in<br \/>\nmanaging multiple and competing priorities.
