Job Description:<\/p>\n

Under the direction of the Assistant Commissioner of the Division for
\nRehabilitation Services (DRS), the Director is responsible for leading the
\nday-to-day operations of the Office for Deaf and Hard of Hearing Services.
\nAdministers and directs Deaf and Hard of Hearing Services programs and
\nactivities which include communication access services, advocacy services,
\ntelecommunications assistance services, interpreter testing and evaluation,
\nconsumer training and education, and regional specialist services.
\nResponsibilities include interpreting federal and state laws and
\nregulations, and department policies and rules as they apply to service
\ndelivery; development and implementation of programmatic strategic plans;
\npolicy and program development, evaluation and performance monitoring;
\nexecutive level reporting; establishing goals and objectives for the Office
\nfor Deaf and Hard of Hearing Services; ensuring that resources are
\nappropriately acquired and effectively implemented in compliance with agency
\nregulations and policies. Responsible and accountable for continuous
\nimprovement of customer service levels and executing the Assistant
\nCommissioner\u2019s goals and guiding principles. Works under limited direction
\nwith extensive latitude for the use of initiative and independent judgment.<\/p>\n

Essential Job Functions:<\/p>\n

Establishes and maintains the DRS business and planning as a member of the
\nsenior management team, assisting the Assistant Commissioner and other DRS
\nexecutives to devise plans and specific activities to accomplish visionary
\nconcepts outlined by the Assistant Commissioner. Provides information and
\ncounsel to DRS executives and management on deaf and hard of hearing
\nservices delivery trends and their impact. Provides overall program vision,
\nleadership and strategic direction to the Office for Deaf and Hard of
\nHearing Services. Directs the overall planning, implementation, coordination
\nand evaluation of Deaf and Hard of Hearing Services programs and policies to
\npromote effective program administration and service delivery. Plans,
\nimplements and administers diverse programs to meet agency objectives. Makes
\nmajor program management decisions impacting statewide agency operations,
\nother state agencies and large numbers of clients and agency resources.
\nReviews and evaluates impact of proposed federal and state laws on program
\noperations. Assesses and directs the evaluation of service needs of clients
\nby defining target populations to be served and recommends the scope,
\ncontent and quality of services to be provided at given funding levels.
\nCoordinates service delivery issues with the DRS Assistant Commissioner.
\nCoordinates the development of the Deaf and Hard of Hearing Services budget
\nand Deaf and Hard of Hearing Services components of the Legislative
\nAppropriations Request process in conjunction with the DRS Assistant
\nCommissioner. Reviews and makes management decisions regarding budget and
\nstaff allocation for Deaf and Hard of Hearing Services programs
\nadministered. Advises the Assistant Commissioner on the status and progress
\nof Deaf and Hard of Hearing Services programs and recommends methods for
\neffective and efficient utilization of resources. Manages and develops staff
\nthrough review of performance data, consultation, training, and performance
\nappraisal. Responsible for hiring and selection, assigning work, completing
\nperformance evaluations, recommending personnel and disciplinary actions,
\nand scheduling and approving leave.<\/p>\n

Knowledge Skills Abilities:<\/p>\n

Knowledge of state and federal laws related to department programs,
\nincluding section 504 of the Rehab Act, as amended, and the Americans with
\nDisabilities Act, as well as the Texas legislative process; Skilled in
\nstrategic planning, executing and evaluating complex programs, rules,
\nregulations, policies and procedures, and to make timely and effective
\ndecisions and produce results; Skill in management of department resources;
\nSkill in working collaboratively and cooperatively with diverse groups;
\nAbility to develop, implement, communicate and lead an organizational vision
\nwhich integrates key state and program goals, priorities, values and other
\nfactors; Skilled in the principles of effective leadership, with the ability
\nto promote and support creative thinking, various leadership styles; Ability
\nto lead, implement and balance change and continuity to continually strive
\nto improve customer service and program performance within the basic state
\ngovernment framework; Ability to implement and use new technology and work
\nprocesses to enhance decision making; Ability to effectively communicate,
\nexplain, express facts and idea and negotiate with individuals and groups,
\ninternally and externally to the organization;<\/p>\n

Registration or Licensure Requirements:<\/p>\n

Initial Selection Criteria:<\/p>\n

1. Graduate degree from an accredited college or university five years
\nprogressive management experience in a senior or executive management role.
\nOR 2. Bachelor’s degree from an accredited college or university plus seven
\nyears progressive management experience in a rehabilitation program. AND
\nExperience with federal and state laws, regulations, policies, procedures
\nrelated to consumer services programs, to include Deaf and Hard of Hearing
\nServices, Vocational Rehabilitation, and Independent Living Services.
\nExperience developing, monitoring and implementing strategic plans in
\nproviding program direction that increases effectiveness of direct service
\ndelivery programs for people with disabilities. Experience in working
\ncollaboratively and cooperatively with diverse groups. Experience in
\nmanaging multiple and competing priorities. AND American Sign Language
