{"id":16925,"date":"2011-12-12T07:37:23","date_gmt":"2011-12-12T12:37:23","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=16925"},"modified":"2011-12-12T07:59:41","modified_gmt":"2011-12-12T12:59:41","slug":"east-texas-medical-center-regional-healthcare-system-to-ensure-effective-communication-with-dhh-patients","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2011\/12\/12\/east-texas-medical-center-regional-healthcare-system-to-ensure-effective-communication-with-dhh-patients\/","title":{"rendered":"East Texas Medical Center Regional Healthcare System to Ensure Effective Communication with D\/HH Patients"},"content":{"rendered":"<p>News Release<br \/>\nFOR IMMEDIATE RELEASE<br \/>\nDecember 8, 2011<\/p>\n<p>Contact: HHS Press Office<br \/>\n(202) 690-6343<\/p>\n<p><strong>East Texas Medical Center Regional Healthcare System to Ensure Effective Communication with Deaf or Hard of Hearing Patients<\/strong><\/p>\n<p>The U.S. Department of Health and Human Services\u2019 Office for Civil Rights<br \/>\n(OCR) has entered into a resolution agreement with the East Texas Medical<br \/>\nCenter Regional Healthcare System (ETMC) to ensure that deaf or hard of<br \/>\nhearing patients receiving care will be screened and provided with sign<br \/>\nlanguage interpreter services when necessary for effective communication.<\/p>\n<p>After investigating the complaint of a deaf patient who alleged she had not<br \/>\nbeen provided a sign language interpreter while receiving prenatal care at<br \/>\nETMC Crocket Hospital, OCR issued a letter of concern to ETMC stating that<br \/>\ndeficiencies in their policies could result in the provision of auxiliary<br \/>\naids and services to deaf or hard of hearing patients and their companions<br \/>\nin an arbitrary or inconsistent manner. Under Section 504 of the<br \/>\nRehabilitation Act of 1973, recipients of federal financial assistance must<br \/>\nprovide auxiliary aids and services to individuals who are deaf or hard of<br \/>\nhearing. These services include qualified sign language interpreters,<br \/>\nnote-takers, and text telephones (TTYs).<\/p>\n<p>\u201cThe ability of people to effectively communicate with their health care<br \/>\nprofessionals is an important first step for them to receive the care that<br \/>\nthey need,\u201d said OCR Director Leon Rodriguez. \u201cThis resolution agreement<br \/>\nprovides a strong foundation for ETMC administrators and health care<br \/>\nprofessionals to meet their legal obligation to provide effective<br \/>\ncommunication to people who are deaf or hard of hearing.\u201d<\/p>\n<p>ETMC, which serves 300,000 patients annually, includes rural health clinics,<br \/>\nrehabilitation facilities, home health care services, and 13 affiliate<br \/>\nhospitals with a total of more than 1000 beds. The resolution agreement<br \/>\ncovers 71 ETMC facilities.<\/p>\n<p>As a result of the resolution agreement, ETMC will assess each patient to<br \/>\ndetermine whether auxiliary aids and services are necessary to ensure<br \/>\neffective communication, install additional text telephones (TTYs),<br \/>\nimplement a Section 504 grievance procedure and new policies on<br \/>\nnondiscrimination and the provision of auxiliary aids and services, appoint<br \/>\na Section 504 coordinator, and provide staff training.<\/p>\n<p>This resolution agreement is a continuation of OCR\u2019s ongoing efforts to<br \/>\nensure that providers are meeting their requirements under Section 504.
