JOB SUMMARY:<\/p>\n

Serves as a Financial Analyst for the National Council on Disability (NCD),
\nan independent Federal agency, subject to the provisions of title 5 USC and
\nestablished by the Vocational Rehabilitation Act of 1973, as amended by PL
\n98-221, dated February 22, 1984. The NCD staff supports the Council which
\nis comprised of 15 members appointed by the President and confirmed by the
\nSenate. The Council\u2019s principal purpose is to develop recommendations to
\nuse in advising the President, the Congress, Federal entities, the states,
\nand occasionally international entities on policies and programs that
\npromote full inclusion, independence and equal opportunity for people with
\ndisabilities. The Council sets its agenda using a strategic planning
\nprocess and communicates its priorities via the issuance of a five-year
\nStrategic Plan. The NCD is a key contributor to the development and
\nimplementation of policies and practices affecting the disability community.<\/p>\n

DUTIES:<\/p>\n

\u2022 Incumbent serves as the technical authority on budget formulation and
\nexecution for the NCD and as the principal point of contact for issues
\nrelating to the analytical, technical and administrative duties associated
\nwith the budgetary process, budget formulation, informal budget presentation
\nand execution.<\/p>\n

\u2022 Identifies trends in the use of funds; recommends program spending
\nadjustments that may require rescheduling of program workloads and assists
\nthe Director of Administration and the Executive Director in interpreting
\nthe impact of, and planning for, multi-year financial\/budgetary and program
\nchanges.<\/p>\n

\u2022 Analyzes NCD budget\/resource requirements in relation to NCD strategic
\nplanning goals and mission and prepares the documentation in support of the
\nmaterials required by the Office of Management and Budget (OMB).<\/p>\n

\u2022 Monitors budget execution to assure that expenditures stay within budget
\ntargets by reviewing documents for payment, including, but not limited to,
\npurchase orders, travel authorizations, vouchers and claims for
\nreimbursement, contracts, lease payments, services and credit card
\npurchases. Maintains and reconciles accounts, ledgers and financial status
\nreports.<\/p>\n

\u2022 Reconciles obligations and expenditure records, expenditure data entered
\nin the budget and accounting system database, status of funds reports, and
\nend-of-year reconciliation of NCD\u2019s financial records.<\/p>\n

\u2022 Prepares accounting reports and conducts special financial analyses, as
\nrequested. Also, prepares financial statements, as required by OMB or NCD
\npolicy. Serves as the liaison to the auditors in providing supporting
\ndocumentation as requested.<\/p>\n
