Between the years of 2006 \u2013<br \/>\n2010, citizens of Texas with communication needs enjoyed full inclusion<br \/>\nand access to emergency alerts for threats to life and property via the<br \/>\nAHAS (Accessible Hazard Alert System) program.<\/p>\n<p>The AHAS program provided accessible communications before and during<br \/>\nan event that threatens the live or property of Texans. This program<br \/>\nserved people who face challenges in receiving critical alerting<br \/>\ninformation in accessible formats such as American Sign Language,<br \/>\nBraille and voice\/captions and could be delivered to any internet<br \/>\ncapable device.<\/p>\n<p>It\u2019s proven that clear and effective communication is a crucial<br \/>\ncomponent of emergency management in mitigating the impact of an event.<br \/>\nSimply put, communication can save lives and help protect property.<br \/>\nAlerting programs are at the core of this concept.<\/p>\n<p>This program was abruptly and unilaterally cancelled in January 2011 by<br \/>\nthe State of Texas. Sixteen months later these citizens of our State<br \/>\nremain without effective communication during events that may threaten<br \/>\ntheir lives, going from total inclusion to total exclusion and putting<br \/>\ncitizens at needless risk.<\/p>\n<p>Texas ranks #1 in disaster declarations.
