Bowe <\/p>\n<p>Silver Spring, MD: Frank G. Bowe, Ph.D, LL.D, a long-time member and<br \/>\nsupporter of the National Association of the Deaf (NAD), died on<br \/>\nAugust 21, 2007. <\/p>\n<p>He served as a Government Affairs consultant to NAD during the past<br \/>\nseveral years, in addition to his full time work as a professor of<br \/>\ncounseling, research, special education and rehabilitation (CRSR) in<br \/>\nHofstra University\u0019s School of Education and Allied Human Services.<br \/>\nPrior to serving as consultant to the NAD, he provided his expertise<br \/>\nand support quietly behind the scenes and opened doors on Capitol<br \/>\nHill, providing opportunity for the NAD to share its message with our<br \/>\ncountry\u0019s leaders. <\/p>\n<p>Frank served on the faculty at Hofstra University since 1989 and held<br \/>\nthe Dr. Mervin Livingston Schloss Distinguished Professorship for the<br \/>\nStudy of Disabilities. In 2005, 2006 and during the spring of 2007,<br \/>\nhe served as acting chair of Hofstra\u0019s CRSR Department. Also in 2005<br \/>\nand 2006, Frank gave invited testimony before the U.S. House of<br \/>\nRepresentatives Committee on Energy and Commerce and conducted U.S<br \/>\nCongressional demonstrations of high-speed broadband communications.<\/p>\n<p>\u001cA true giant is gone, but he paved the way for many generations to<br \/>\ncome. Frank Bowe\u0019s commitment to accessibility and \u0018leveling the<br \/>\nplaying field\u0019; his wit and humor; and his uncanny ability to<br \/>\nencourage others to action are important elements of his legacy,\u001d<br \/>\nsaid Nancy J. Bloch, NAD Chief Executive Officer. \u001cThe American deaf<br \/>\ncommunity and disabled Americans are the beneficiaries of his<br \/>\npassion.\u001d <\/p>\n<p>An accomplished leader in the disability rights movement, Frank was<br \/>\nthe first executive director of the first national cross-disability<br \/>\nconsumer advocacy organization, the American Coalition of Citizens<br \/>\nwith Disabilities (ACCD). He conceived the nationwide protest that<br \/>\nled to issuance of landmark regulations for Section 504 in 1977. In<br \/>\n1980, Frank was the first person with a disability to represent any<br \/>\nnation in the planning of the United Nations (UN) International Year<br \/>\nof Disabled Persons. In the mid-1980s, he chaired the U.S. Congress<br \/>\nCommission on Education of the Deaf (COED), which made 52<br \/>\nrecommendations for improving education and rehabilitation. He was<br \/>\ndirector of Research for the U.S. Architectural and Transportation<br \/>\nCompliance Board (\u001cAccess Board\u001d) from 1984-1987 and then regional<br \/>\ncommissioner for the U.S. Department of Education&#8217;s Rehabilitation<br \/>\nServices Administration from 1987-1989. <\/p>\n<p>\u001cAs a champion of access, Frank Bowe is legend. His broad knowledge<br \/>\nbase and his wise counsel over the years guided us in many areas,\u001d<br \/>\nsaid Rosaline Crawford, Director of the NAD Law and Advocacy Center.<br \/>\n\u001cFrank was in the \u0018Washington beltway information loop\u0019 and, as<br \/>\nconsultant to the NAD, he kept us current on all fronts, noting areas<br \/>\nthat needed attention and places we needed to be, and providing us<br \/>\nwith the background and expertise we needed to move forward.\u001d<\/p>\n<p>Frank\u0019s textbooks, including Making Inclusion Work (Prentice Hall)<br \/>\nand Early Childhood Special Education (Thomson Delmar Learning), are<br \/>\nin use at colleges and universities around the country and in several<br \/>\nother nations. He authored other books, including Handicapping America<br \/>\n(Harper &#038; Row) and Universal Design in Education (Greenwood<br \/>\nPublishing), hundreds of articles in professional journals in public<br \/>\npolicy, special education, rehabilitation, and technology, and<br \/>\nprepared NAD technical reports, provided consultation on NAD<br \/>\nlegislative and regulatory comments.<\/p>\n<p>Frank earned his doctorate at New York University, his master&#8217;s<br \/>\ndegree at Gallaudet University, and bachelor&#8217;s degree at Western<br \/>\nMaryland College. He was awarded an honorary Doctor of Laws by<br \/>\nGallaudet University. He was selected as an Outstanding Scholar of<br \/>\nthe 20th Century and received a Distinguished Service Award from<br \/>\nPresident George H.W.
