Founder of the 1980 Louisiana Commission for the Deaf (LCD)<\/p>\n

Short Biography<\/p>\n

He first steered the strategic idea of the LCD working with the late Anthony Mowad and Medford Magill. Later, the LCD was passed by the bill under the Act of Rehabilitation Service in 1980 that has been running for 33 years and beyond.<\/p>\n
