Here is the highlight of the program as found at the SECO website, <a href=\"http:\/\/www.seco.cpa.state.tx.us\/ls.pilot.php\" target=\"_blank\">http:\/\/www.seco.cpa.state.tx.us\/ls.pilot.php<\/a> :<\/p>\n<p>&#8220;The Texas LoanSTAR &#8220;5-Five-25&#8221; Pilot Program is designed to help non-profit community-based organizations and Houses of Worship reduce their utility consumption and costs. The program provides loan funds to qualifying non-profit community-based organizations and Houses of Worship so they can implement energy-related cost-reduction retrofits. The facilities, where these retrofits will take place, must be owned and occupied by these organizations.<\/p>\n<p>The &#8220;5-Five-25&#8243; Pilot Program name is based on the loan structure: 5% interest rate, 5 year loan repayment term, and $25,000 maximum loan amount. Applicants are expected to use the post-retrofit energy cost savings to repay the loan.<\/p>\n<p>The Pilot Program for non-profit organizations was established by House Bill 2077 (82R) and became part of the TEX. GOV&#8217;T CODE 2305.0322.<\/p>\n<p>Who Qualifies?<br \/>\nNon-profit Community-based Organizations, a non-profit corporation or association that:<br \/>\n* is located in close proximity to the population the organization serves<\/p>\n<p>Houses of Worship, a non-profit corporation or association that:<br \/>\n* is operated through a religious or denominational organization, including an organization that is operated for religious, educational, or charitable purposes and that is operated, supervised or controlled, wholly or partly, by or in connection with a religious organization; or<br \/>\n* clearly demonstrates through the organization&#8217;s mission statement, policies, or practices that the organization is guided or motivated by religion.<\/p>\n<p>What Qualifies?<br \/>\nAll improvements financed through the LoanSTAR Revolving Loan Program shall meet minimum efficiency standards as prescribed by applicable building energy codes. Examples of projects that are acceptable may include:<br \/>\n* Lighting and lighting controls<br \/>\n* HVAC and related equipment<br \/>\n* Energy management systems and equipment control automation&#8221;<\/p>\n<p>This is a great opportunity for non-profit community service organizations as well as Houses of Worship which serve the Deaf community to take advantage of to reduce their energy cost.
