{"id":23618,"date":"2013-06-27T03:59:32","date_gmt":"2013-06-27T08:59:32","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=23618"},"modified":"2013-07-02T02:04:10","modified_gmt":"2013-07-02T07:04:10","slug":"statement-from-ncd-birch-vocational-school","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2013\/06\/27\/statement-from-ncd-birch-vocational-school\/","title":{"rendered":"Statement from NCD: Birch Vocational School"},"content":{"rendered":"<p><strong>National Council on Disability (NCD) Statement <span class=\"GRcorrect\" id=\"GRmark_211d65066b952f67ad997a94025ef3731967de81_on:0\">on<\/span> the Birch Vocational School in Providence, RI<\/strong><\/p>\n<p>June 13, 2013<\/p>\n<p>View NCD Statement<\/p>\n<p>News reports sparked by a U.S. Department of Justice investigation found that disabled students at the Birch Vocational School in Providence, RI <span class=\"GRcorrect\" id=\"GRmark_08954144bd221de6dc718c5e663df832654ecc64_were forced:0\">were forced<\/span> to perform manual labor &#8211; including bagging and labeling items for unnamed local companies &#8211; for wages between $<span class=\"GRcorrect\" id=\"GRmark_08954144bd221de6dc718c5e663df832654ecc64_.:1\">.<\/span>50 and $2 per hour. The students were given few, if any, opportunities to learn how to integrate into the workforce as they transitioned into adulthood.<\/p>\n<p>This is just one example of what happens when persons with disabilities are placed in segregated isolated settings outside the mainstream and hidden from public view. The mistreatment and exploitation of these disabled students <span class=\"GRcorrect\" id=\"GRmark_7aa1a7168ea5e4fb20b5bd21cfa20ee1ec2efd07_affirms:0\">affirms<\/span> the need to reform an antiquated system that discriminates against workers with disabilities.<\/p>\n<p>Over the past three decades, significant investments have been made in education and vocational training for persons with disabilities. Technological advancements and improvements in health care provide an unprecedented opportunity to finally tap the potential of this underutilized population or order to contribute to and boost our nation&#8217;s economy, but we won\u2019t get there by continuing what isn\u2019t working. As the DOJ noted in their investigation, today&#8217;s expectations for young persons with disabilities are higher than those demonstrated by the Birch School in Rhode Island and have moved far beyond the expectations held by society when sheltered work programs were first launched in the 1930&#8217;s. Our nation\u2019s employment policies should reflect those changes.<\/p>\n<p>In the spring of 2012, NCD conducted a study of similar programs around the nation and recommended a gradual phase out of segregated subminimum wage programs like 14c in favor of more modern employment services which place and support persons with significant disabilities in community settings alongside non-disabled peers.
