Job Description: <\/p>\n
Voc Rehab Counselor I (R1) The Counselor I is selected by and is
\naccountable to the Area Manager (AM) with the approval of the
\nRegional Director (RD). The Counselor I performs routine
\nrehabilitation work in Vocational Rehabilitation (VR)utilizing the
\nRehabilitation Services System (RSS). The Counselor I works
\nindependently under moderate supervision of the AM. The Counselor I
\nwill require substantial coaching and mentoring. Work is performed in
\nsupport of the Mission, Goals and Values of the Division of
\nRehabilitation Services (DRS). Duties involve the provision of
\nsubstantial services leading toward successful outcomes for people
\nwith disabilities; actively develops referral sources from schools,
\nservice providers, underserved populations and community
\norganizations resulting in appropriate referrals; informing
\nindividuals of services and programs offered through the Division of
\nRehabilitation Services(DRS) and how the process works; and providing
\nreferrals if DRS services are not appropriate. The Counselor I
\ndetermines eligibility for VR services, and conducts an assessment
\nfor determining functional limitations and assets in order to
\nestablish the goals and plan services in the rehabilitation process.
\nA mutually agreed upon service plan is developed for eligible
\nconsumers in VR. The Counselor I ensures that the consumer
\nunderstands their identified responsibilities; provides, purchases
\nand coordinates services as identified in the service plan and
\nevaluates progress towards reaching an employment outcome;
\nestablishes appropriate business relationships with public and
\nprivate employers, professional groups, medical community, and
\nemployment resources; and develops and implements a system for
\nproviding job placement assistance to consumers. The Counselor I
\nmanages and reconciles the consumer service budget; makes appropriate
\nconsumer purchases necessary to achieve consumer goals, to include
\nusing available comparable benefits, monitors consumer purchasing and
\nutilizing best business practices. The Counselor I serves as team
\nleader to assigned support staff in managing the designated caseload.
\nPerforms other duties as assigned and required to meet the mission and
\ngoals of the department. <\/p>\n
Essential Job Functions: <\/p>\n
Attends work on a regular and predictable schedule in accordance with
\nagency leave policy and performs other duties as assigned. EJF 1.
\nEnsures program effectiveness through optimal management of
\nresources. (5%) EJF 2. Provides effective rehabilitation services for
\nemployment services for consumers and initiates job placement
\nopportunities and community and advocacy relationships in accordance
\nwith RSM policy. (55%) EJF 3. Determines, selects, approves and
\nmonitors consumer service purchases. (15%) EJF 4. Relates effectively
\nwith coworkers, providers, customers of Rehabilitation Services and
\nother agencies to support an environment of teamwork and
\ncollaboration. (20%) EJF 5. Serves as team leader to assigned support
\nstaffing managing a designated caseload. (5%) Total Time Spent: 100% <\/p>\n
Knowledge Skills Abilities: <\/p>\n
Knowledge of the Rehabilitation Act of 1973 as amended, the Americans
\nwith Disabilities Act (ADA) and related legislation, and Title VII of
\nthe Rehabilitation Act of 1973, as amended. * Knowledge of available
\ncommunity resources and comparable benefits for individuals who are
\ndeaf or hard of hearing. *Knowledge of assistive technology specific
\nto individuals who are deaf, hard or hearing, or have communication
\ndisorders. Knowledge of available community resources and comparable
\nbenefits. Knowledge of vocational assessments. *Knowledge of
\ncommunication strategies for people who are deaf or hard of hearing.
\nKnowledge of job placement techniques. Knowledge of interviewing
\ntechniques. *Knowledge of aspects of Deaf culture Knowledge of
\nphysical and mental disabilities Knowledge of counseling techniques
\nas used in the rehabilitation process. Knowledge of occupational
\nclassifications and labor market principles * Ability to communicate
\nin a conversational mode utilizing various forms of manual
\ncommunication (ASL, PSE, English). Ability to communicate effectively
\norally and in writing. Ability to operate with high professional
\nstandards. Ability to establish and maintain effective working
\nrelationships. Ability to interpret and apply policy and procedure.
\nAbility to plan, organize and achieve goals. Ability to be a team
\nleader Ability to apply VR Process Ability to perform keyboarding and
\nmouse functions utilizing a personal computer. Ability to utilize the
\nRehabilitation Services System (RSS) other software programs in a
\nWindows environment. Ability to analyze and interpret financial data.
\nSkill in decision-making and problem solving. Skill in managing a
\nbudget. *Applicable to Rehabilitation Counselors for the Deaf <\/p>\n
Registration or Licensure Requirements: <\/p>\n
It is preferable that the employee be eligible to take the
\nexamination for Certified Rehabilitation Counselor (CRC). Refer to
\nTRC754 for further certification requirements <\/p>\n
Initial Selection Criteria: <\/p>\n
1. Master\u0019s degree with major in Vocational Rehabilitation Counseling
\nor Vocational Rehabilitation Administration from an accredited college
\nor university, OR Master\u0019s degree with major in Counseling and
\nGuidance, Education, Social Work, Sociology, Psychology or Public
\nHealth from an accredited college or university plus one (1) year
\nrelated work experience, OR Other Master\u0019s degree plus two (2) years
\nrelated work experience, OR Bachelor\u0019s degree with a major in
\nVocational Rehabilitation from an accredited college or university
\nplus one (1) year related work experience, OR Bachelor\u0019s degree with
\nmajor in Counseling and Guidance, Education, Social Work, Sociology,
\nPsychology or Public Health from an accredited college or university
\nplus two (2) years related work experience, OR Other Bachelor\u0019s
\ndegree plus three (3) years related work experience. Related work
\nexperience is defined as: Job duties that include case management,
\ncounseling, job information\/placement and general knowledge of
\ndisabilities. 2. Knowledge of counseling techniques as used in the
\nrehabilitation process. 3. Knowledge of job placement techniques. 4.
\nKnowledge of disabilities. <\/p>\n

Prefer Ability to communicate in a conversational mode utilizing
\nvarious forms of manual communication (ASL, PSE, English). This is a
\ncareer ladder position from Counselor I to Counselor IV. Salary and
\nposition level will be based on experience and demonstrated skills.
