Provides consultative and<br \/>\nspecialized technical services and training to agency program staff,<br \/>\nother governmental agencies, other state agencies, and community<br \/>\norganizations regarding Children with developmental and physical<br \/>\ndisabilities who are in under the Managing Conservatorship of Child<br \/>\nProtective Services (CPS). Trains others on programs and issues<br \/>\nimpacting Children with Disabilities in the CPS program.<br \/>\nAppropriately handles sensitive or confidential information. Liaison<br \/>\nwith public and private organizations or groups. Consultant to CPS<br \/>\nstaff serving children and families and particularly to Developmental<br \/>\nDisabilities (DD)Specialists in all CPS regions. Conducts ongoing<br \/>\nmeetings and scan calls with CPS DD Specialists and their managers.<br \/>\nThe position will assist regions in securing specialized placements<br \/>\nfor children with mental and physical disabilities and interacts<br \/>\nclosely with the state office Placement Division. The position<br \/>\ninteracts routinely with conservatorship staff, DD specialists,<br \/>\nService Program Administrators (SPAS), Information Technology staff,<br \/>\nState Office staff, other HHSC departments (DARS, DADS, DSHS) and<br \/>\nHHSC, and statewide organizations focusing on providing services and<br \/>\nadvocating for children with disabilities. <\/p>\n<p>Essential Job Functions: <\/p>\n<p>Responsible for approval of child placements in specialized settings.<br \/>\nThis will include assisting regional staff with forms and placement<br \/>\noptions. 20% *Development of new placement options and maintaining<br \/>\ninformation regarding resources for children with disabilities. 15% *<br \/>\nMonitors project outcomes to assess quality of service delivery and\/or<br \/>\nneed for changes in the existing systems. Identifies and develops<br \/>\nproject service needs and implements project initiatives. 10%<br \/>\n*Researches and analyzes information from other agency divisions,<br \/>\nother state agencies, community and advocacy groups, and other states<br \/>\nfor the purpose of program development and planning. Develops and<br \/>\ncoordinates and\/or participates in the revision of automated systems<br \/>\nand provides technical assistance to staff regarding the automation<br \/>\nprocess of special projects. 5% *Plans, develops, and revises policy<br \/>\nand procedures. 10% Serves as a subject matter expert and provides<br \/>\ntechnical assistance, training, and written information to CPS staff,<br \/>\nexternal partners, and other states regarding the use of new<br \/>\ntechnology methods to advance program or project initiatives. 10% *<br \/>\nMay coordinate, plan, organize, and facilitate meetings with a<br \/>\nstatewide work group. 5% * Conducts regional site visits, including<br \/>\nactivities such as policy and project implementation, to identify<br \/>\nperformance issues and trends to develop action plans. 5% * Develops<br \/>\nspecial project reports, studies, issue and position papers, and<br \/>\nadministrative reports. 5% *Prepares and writes\/edits grant proposals<br \/>\nto obtain funding for projects or programs. Develops program<br \/>\nspecifications for and writes the request for proposal (RFP)<br \/>\ndocuments. 5% *Writes and conducts public and staff surveys to<br \/>\nsolicit input from the community and other stake holders for the<br \/>\npurpose of program enhancements and development. 5% * Reviews and<br \/>\nevaluates service delivery through input from field staff and review<br \/>\nof management reports and special studies. Evaluates national trends<br \/>\nand stays abreast of current disability research. Networks with state<br \/>\nand national governments, associations, advocates, and academia, to<br \/>\nimprove program operations. 10% Performs other duties as assigned and<br \/>\nrequired to maintain unit operations. Attends work regularly in<br \/>\naccordance with agency leave policy. <\/p>\n<p>Knowledge Skills Abilities: <\/p>\n<p>Knowledge of state and federal laws and regulations related to the<br \/>\nCPS program. \u00b7 Specialized knowledge of CPS program and child welfare<br \/>\npractice * Knowledge of diverse cultures and family dynamics \u00b7 Skill<br \/>\nin program planning, development and implementation. \u00b7 Strong verbal<br \/>\nand written communication skills \u00b7 Skill at establishing and<br \/>\nmaintaining productive working relationships both internally and<br \/>\nexternally. \u00b7 Ability to approach problems critically and<br \/>\nanalytically \u00b7 Ability to prioritize and manage multiple<br \/>\nresponsibilities. \u00b7 Ability to understand new information effectively<br \/>\nand quickly. \u00b7 Ability to plan, direct and assign responsibilities and<br \/>\nsupervise the work of others. \u00b7 Ability to present information at<br \/>\ntraining sessions, conferences, or legislative hearings. <\/p>\n<p>Registration or Licensure Requirements: <\/p>\n<p>None <\/p>\n<p>Initial Selection Criteria: <\/p>\n<p>Two years of full-time experience performing supervisory, managerial,<br \/>\nprofessional, or technical work which must include: analysis of work<br \/>\nproblems having an administrative aspect and interpretation of<br \/>\ncomplex written material; or planning, organizing, and coordinating<br \/>\nrequirements for support services or program operations where a wide<br \/>\nrange of demands are involved, including interpretation of complex<br \/>\nwritten material. A graduate degree in public administration,<br \/>\nbusiness administration, or human resources administration from an<br \/>\naccredited college or university may be substituted for one year of<br \/>\nthe experience. <\/p>\n<p>Additional Information: <\/p>\n<p>Prefered Qualifications: -Experience in child placement and working<br \/>\nwith children within the Child Protection Services program.<br \/>\n-Experience in programs for children with disabilities.<br \/>\n-Demonstration of verbal and written communication during the<br \/>\ninterview process. -Demonstration of the ability to work well with<br \/>\nothers and coordinate statewide programs. Must have ability to<br \/>\ninterpret federal regulation and state policy and procedures. Must<br \/>\nhave knowledge of child protection, child placement issues, family<br \/>\ndynamics and children with developmental disabilities.
