Job Description: <\/p>\n
Program Specialist V Performs advanced consultative and technical
\nwork in the development, planning, and implementation of work related
\nto Children with Developmental Disabilities. Provides consultative and
\nspecialized technical services and training to agency program staff,
\nother governmental agencies, other state agencies, and community
\norganizations regarding Children with developmental and physical
\ndisabilities who are in under the Managing Conservatorship of Child
\nProtective Services (CPS). Trains others on programs and issues
\nimpacting Children with Disabilities in the CPS program.
\nAppropriately handles sensitive or confidential information. Liaison
\nwith public and private organizations or groups. Consultant to CPS
\nstaff serving children and families and particularly to Developmental
\nDisabilities (DD)Specialists in all CPS regions. Conducts ongoing
\nmeetings and scan calls with CPS DD Specialists and their managers.
\nThe position will assist regions in securing specialized placements
\nfor children with mental and physical disabilities and interacts
\nclosely with the state office Placement Division. The position
\ninteracts routinely with conservatorship staff, DD specialists,
\nService Program Administrators (SPAS), Information Technology staff,
\nState Office staff, other HHSC departments (DARS, DADS, DSHS) and
\nHHSC, and statewide organizations focusing on providing services and
\nadvocating for children with disabilities. <\/p>\n
Essential Job Functions: <\/p>\n
Responsible for approval of child placements in specialized settings.
\nThis will include assisting regional staff with forms and placement
\noptions. 20% *Development of new placement options and maintaining
\ninformation regarding resources for children with disabilities. 15% *
\nMonitors project outcomes to assess quality of service delivery and\/or
\nneed for changes in the existing systems. Identifies and develops
\nproject service needs and implements project initiatives. 10%
\n*Researches and analyzes information from other agency divisions,
\nother state agencies, community and advocacy groups, and other states
\nfor the purpose of program development and planning. Develops and
\ncoordinates and\/or participates in the revision of automated systems
\nand provides technical assistance to staff regarding the automation
\nprocess of special projects. 5% *Plans, develops, and revises policy
\nand procedures. 10% Serves as a subject matter expert and provides
\ntechnical assistance, training, and written information to CPS staff,
\nexternal partners, and other states regarding the use of new
\ntechnology methods to advance program or project initiatives. 10% *
\nMay coordinate, plan, organize, and facilitate meetings with a
\nstatewide work group. 5% * Conducts regional site visits, including
\nactivities such as policy and project implementation, to identify
\nperformance issues and trends to develop action plans. 5% * Develops
\nspecial project reports, studies, issue and position papers, and
\nadministrative reports. 5% *Prepares and writes\/edits grant proposals
\nto obtain funding for projects or programs. Develops program
\nspecifications for and writes the request for proposal (RFP)
\ndocuments. 5% *Writes and conducts public and staff surveys to
\nsolicit input from the community and other stake holders for the
\npurpose of program enhancements and development. 5% * Reviews and
\nevaluates service delivery through input from field staff and review
\nof management reports and special studies. Evaluates national trends
\nand stays abreast of current disability research. Networks with state
\nand national governments, associations, advocates, and academia, to
\nimprove program operations. 10% Performs other duties as assigned and
\nrequired to maintain unit operations. Attends work regularly in
\naccordance with agency leave policy. <\/p>\n
Knowledge Skills Abilities: <\/p>\n
Knowledge of state and federal laws and regulations related to the
\nCPS program. \u00b7 Specialized knowledge of CPS program and child welfare
\npractice * Knowledge of diverse cultures and family dynamics \u00b7 Skill
\nin program planning, development and implementation. \u00b7 Strong verbal
\nand written communication skills \u00b7 Skill at establishing and
\nmaintaining productive working relationships both internally and
\nexternally. \u00b7 Ability to approach problems critically and
\nanalytically \u00b7 Ability to prioritize and manage multiple
\nresponsibilities. \u00b7 Ability to understand new information effectively
\nand quickly. \u00b7 Ability to plan, direct and assign responsibilities and
\nsupervise the work of others. \u00b7 Ability to present information at
\ntraining sessions, conferences, or legislative hearings. <\/p>\n

Initial Selection Criteria: <\/p>\n
Two years of full-time experience performing supervisory, managerial,
\nprofessional, or technical work which must include: analysis of work
\nproblems having an administrative aspect and interpretation of
\ncomplex written material; or planning, organizing, and coordinating
\nrequirements for support services or program operations where a wide
\nrange of demands are involved, including interpretation of complex
\nwritten material. A graduate degree in public administration,
\nbusiness administration, or human resources administration from an
\naccredited college or university may be substituted for one year of
\nthe experience. <\/p>\n
Additional Information: <\/p>\n
Prefered Qualifications: -Experience in child placement and working
\nwith children within the Child Protection Services program.
\n-Experience in programs for children with disabilities.
\n-Demonstration of verbal and written communication during the
\ninterview process. -Demonstration of the ability to work well with
\nothers and coordinate statewide programs. Must have ability to
\ninterpret federal regulation and state policy and procedures. Must
\nhave knowledge of child protection, child placement issues, family
\ndynamics and children with developmental disabilities. Must have good
\nwriting skills and skills in identifying trends in quality service
\ndelivery, management of groups and motivating and relating to people.
\nMust have knowledge and understanding of the Internet and skills in
\nMicrosoft Office applications of WORD, Excel, and Power Point. <\/p>\n
