{"id":29398,"date":"2014-12-03T01:17:46","date_gmt":"2014-12-03T07:17:46","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=29398"},"modified":"2014-12-03T01:17:46","modified_gmt":"2014-12-03T07:17:46","slug":"tell-the-doj-that-open-captioned-movies-must-be-considered","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2014\/12\/03\/tell-the-doj-that-open-captioned-movies-must-be-considered\/","title":{"rendered":"Tell the DOJ that Open Captioned Movies Must be Considered"},"content":{"rendered":"<p><strong>Tell the DOJ that Open Captioned Movies Must <span id=\"078ef969-c79a-45a5-9d86-525703c27894\" class=\"GINGER_SOFTWARE_mark\"><span id=\"ab809bb2-891e-46ec-a917-29703a6f4d29\" class=\"GINGER_SOFTWARE_mark\">be<\/span><\/span> Considered<\/strong><\/p>\n<p><strong>Off-Screen <span id=\"343c5703-6e9b-4f0e-a0ed-4e78a947c041\" class=\"GINGER_SOFTWARE_mark\"><span id=\"b4170e95-6823-4595-9f39-1c21fbabc61d\" class=\"GINGER_SOFTWARE_mark\">Captioing<\/span><\/span> is Separate and Unequal<\/strong><\/p>\n<p>The US Department of Justice (DOJ) is asking the public to provide comments about their definition of Public Accommodation in movie theaters related to captioning and audio description. We are urging everyone to call for rules supporting open-captioned movies to be displayed on movie screens when a Deaf or hard of hearing individual requests it in order to give equal access to all <span id=\"e836c837-22db-434b-85f2-9f3b74368852\" class=\"GINGER_SOFTWARE_mark\"><span id=\"8885e9f7-ce63-4cf0-9534-c950d4fa8048\" class=\"GINGER_SOFTWARE_mark\">movie goers<\/span><\/span>.<\/p>\n<p>Right now movie theaters are not required to provide on screen captioning and DOJ has been avoiding any discussion of on screen captioning. <span id=\"918751e8-ab72-4c52-b486-32051e84774d\" class=\"GINGER_SOFTWARE_mark\"><span id=\"63ad610d-43c0-40ec-a264-5ecc96c46957\" class=\"GINGER_SOFTWARE_mark\">Currently individuals<\/span><\/span> who are Deaf and Hard of Hearing must request a pair of \u201ccaptioning glasses\u201d at the movie theater in order to watch a movie.<\/p>\n<p>This means that instead of buying a ticket and going into a movie, people with hearing disabilities must buy a ticket, then go to a counter and ask for permission to use a pair of \u201ccaptioning glasses\u201d just so they can understand the movie, hope there are captioning glasses available, show their ID, then enter the theater and put on the captioning glasses that many find to be uncomfortable, and often do not work.<\/p>\n<p>Any hearing person can go to the movie of their choice at any time. Hearing people do not have to ask for permission to use uncomfortable and unreliable devices just to understand the movie, nor do they have to show ID.<\/p>\n<p><strong>Off-screen captioning devices do not give Deaf and Hard of Hearing individuals equal access and the DOJ must not allow for this kind of discrimination.<\/strong><\/p>\n<p>Most Deaf and hard of hearing individuals prefer on-screen captioning. Furthermore, one survey shows that many hearing people do not mind captioning, some even prefer captioning! Tell the DOJ that they need to put on-screen open captioning as priority of <span id=\"c031e6b9-a48d-4aa8-848a-7ce83fb60f30\" class=\"GINGER_SOFTWARE_mark\"><span id=\"73e074be-a148-4359-821d-0ba3ad923a92\" class=\"GINGER_SOFTWARE_mark\">rulemaking<\/span><\/span> discussions.<\/p>\n<p><strong>Contact the DOJ and tell them that open-captioned movies should be available by request for every movie at all times. Along with your story, feel free to use any of the following talking points:<\/strong><\/p>\n<p>Analog movie screens should be using Digital Captioning Projectors (DCP) to display captions on their screens.<\/p>\n<p>Digital movie screens already have a built-in device that will display captioning by simply pushing a button. The cost for DCP is the same as buying one off-screen captioning device. At the same time, having captions on digital movie screens <span id=\"6535cb2c-9711-4077-8a44-4e5a75d1ec2e\" class=\"GINGER_SOFTWARE_mark\"><span id=\"b42580e9-b3bc-46c8-a619-7a881b92bdb2\" class=\"GINGER_SOFTWARE_mark\">are<\/span><\/span> free.<\/p>\n<p>Off-screen devices, such as captioning glasses identify people with disabilities, which is inappropriate and unequal.<\/p>\n<p>People who need <span id=\"edbbd9cc-6e73-4fb8-a28e-93058b56e4a1\" class=\"GINGER_SOFTWARE_mark\"><span id=\"d1123307-353b-4cde-9aef-c6d341723cab\" class=\"GINGER_SOFTWARE_mark\">captioned<\/span><\/span> movies who already use vision-correcting glasses would have to wear two pairs of glasses at the same time. Those who go to 3D movies would literally have to wear three pairs of glasses at the same time. Does this make sense?<\/p>\n<p>Going to the movies is a traditional activity one does on a date. Having to utilize off-screen captioning devices <span id=\"34346450-69d7-4cbb-aec7-3c99ee236f64\" class=\"GINGER_SOFTWARE_mark\"><span id=\"7723e35f-7d5d-46b3-a7b9-abb787427545\" class=\"GINGER_SOFTWARE_mark\">is<\/span><\/span> awkward and unfair.<\/p>\n<p><strong>Currently, the DOJ is not even considering on-screen captioning.<\/strong><\/p>\n<p>We need to send comments to the DOJ to push for stronger rules to support open-captioned movies to be displayed on movie screens when anyone requests it in order to give equal access to all <span id=\"2d6ca407-fa6a-458f-addc-68267c686cf6\" class=\"GINGER_SOFTWARE_mark\"><span id=\"a3413d47-feb2-4079-93e7-b22cdc0e9ff4\" class=\"GINGER_SOFTWARE_mark\">movie goers<\/span><\/span>.
