Job Description: <\/p>\n
Voc Rehab Counselor I The Counselor I is selected by and is
\naccountable to the Area Manager (AM) with the approval of the
\nRegional Director (RD). The Counselor I performs routine
\nrehabilitation work in one or more service areas: Vocational
\nRehabilitation (VR).and as assigned, independent living (IL) services
\nor Comprehensive Rehabilitation Services (CRS), utilizing the
\nRehabilitation Services System (RSS). The Counselor I works
\nindependently under moderate supervision of the AM. The Counselor I
\nwill require substantial coaching and mentoring. Work is performed in
\nsupport of the Mission, Goals and Values of DRS. Duties involve the
\nprovision of substantial services leading toward successful outcomes
\nfor people with disabilities; actively develops referral sources from
\nschools, service providers, underserved populations and community
\norganizations resulting in appropriate referrals; informing
\nindividuals of services and programs offered through the Division of
\nRehabilitation Services(DRS) and how the process works; and providing
\nreferrals if DRS services are not appropriate. The Counselor I
\ndetermines eligibility for VR services, or as assigned, IL or CRS;
\nand conducts an assessment for determining functional limitations and
\nassets in order to establish the goals and plan services in the
\nrehabilitation process A mutually agreed upon service plan is
\ndeveloped for eligible consumers in VR, or as assigned, IL or CRS.
\nThe Counselor I ensures that the consumer understands their
\nidentified responsibilities; provides, purchases and coordinates
\nservices as identified in the IPE, or as assigned the IWRP, and
\nevaluates progress towards reaching an employment or IL outcome;
\nestablishes appropriate business relationships with public and
\nprivate employers, professional groups, medical community, and
\nemployment and\/or IL resources; and develops and implements a system
\nfor providing job placement and\/or IL assistance to consumers. The
\nCounselor I manages and reconciles the consumer service budget; makes
\nappropriate consumer purchases necessary to achieve consumer goals, to
\ninclude using available comparable benefits, monitors consumer
\npurchasing and utilizing best business practices. The Counselor I
\nserves as team leader to assigned support staff in managing the
\ndesignated caseload. Performs other duties as assigned and required
\nto meet the mission and goals of the department. <\/p>\n
Essential Job Functions: <\/p>\n
Attends work on a regular and predictable schedule in accordance with
\nagency leave policy and performs other duties as assigned. EJF 1.
\nEnsures program effectiveness through optimal management of
\nresources. (5%) EJF 2. Provides effective rehabilitation services for
\nemployment and\/or independent living services for consumers and
\ninitiates job placement opportunities and community and advocacy
\nrelationships in accordance with RPM. (55%) EJF 3. Determines,
\nselects, approves and monitors consumer service purchases. (15%) EJF
\n4. Relates effectively with coworkers, providers, customers of
\nRehabilitation Services and other agencies to support an environment
\nof teamwork and collaboration. (20%) EJF 5. Serves as team leader to
\nassigned support staffing managing a designated caseload. (5%) <\/p>\n
Knowledge Skills Abilities: <\/p>\n
Knowledge of the Rehabilitation Act of 1973 as amended, the Americans
\nwith Disabilities Act(ADA)and related legislation, and Title VII of
\nthe Rehabilitation Act of 1973, as amended. Knowledge of available
\ncommunity resources and comparable benefits for individuals who are
\ndeaf or hard of hearing. Knowledge of assistive technology specific
\nto individuals who are deaf, hard or hearing, or have communication
\ndisorders. Knowledge of available community resources and comparable
\nbenefits. Knowledge of vocational assessments. Knowledge of
\ncommunication strategies for people who are deaf or hard of hearing.
\nKnowledge of job placement techniques. Knowledge of interviewing
\ntechniques. Knowledge of aspects of Deaf culture Knowledge of
\nphysical and mental disabilities Knowledge of counseling techniques
\nas used in the rehabilitation process. Knowledge of independent
\nliving assessments as required by assignment. Knowledge of services
\nand resources offered through Independent Living Centers as required
\nby assignment. Knowledge of occupational classifications and labor
\nmarket principles Ability to communicate in a conversational mode
\nutilizing various forms of manual communication (ASL, PSE, English).
\nAbility to communicate effectively orally and in writing. Ability to
\noperate with high professional standards. Ability to establish and
\nmaintain effective working relationships Ability to interpret and
\napply policy and procedure. Ability to plan, organize and achieve
\ngoals. Ability to be a team leader Ability to apply VR Process and as
\nrequired by assignment, the ability to apply the ILS Process Ability
\nto perform keyboarding and mouse functions utilizing a personal
\ncomputer. Ability to utilize the Rehabilitation Services System (RSS)
\nother software programs in a Windows environment. Ability to analyze
\nand interpret financial data. Skill in decision-making and problem
\nsolving. Skill in managing a budget. <\/p>\n
Registration or Licensure Requirements: <\/p>\n
Minimum preferred education\/certification qualifications for VRC’s
\nare as follows: Possession of a Master’s Degree in Rehab Counseling
\nfrom a recognized institution. Possession of a Master’s Degree in
\nCounseling or a closely related field from a recognized institution
\nand successful completion of one graduate course with a primary focus
\non the Theories and Techniques of Counseling. Possession of a
\nDoctorate Degree with a specific program doctorial dissertation with
\nan emphasis on rehabilitation from a recognized institution and
\nsuccessful completion of one graduate course with a primary focus on
\nthe Theories and Techniques of Counseling. Possession of an active
\nnational certification as a Certified Rehabilitation Counselor or
\nLicensed Professional Counselor. Applicants hired without these
\ncredentials will be required to meet standards within the timeframe
\nagreed to at employment. <\/p>\n
Initial Selection Criteria: <\/p>\n
1. Master\u0019s degree with major in Vocational Rehabilitation Counseling
\nor Vocational Rehabilitation Administration from an accredited college
\nor university, OR Master\u0019s degree with major in Counseling and
\nGuidance, Education, Social Work, Sociology, Psychology or Public
\nHealth from an accredited college or university plus one (1) year
\nrelated work experience, OR Other Master\u0019s degree plus two (2) years
\nrelated work experience, OR Bachelor\u0019s degree with a major in
\nVocational Rehabilitation from an accredited college or university
\nplus one (1) year related work experience, OR Bachelor\u0019s degree with
\nmajor in Counseling and Guidance, Education, Social Work, Sociology,
\nPsychology or Public Health from an accredited college or university
\nplus two (2) years related work experience, OR Other Bachelor\u0019s
\ndegree plus three (3) years related work experience. Related work
\nexperience is defined as: Job duties that include case management,
\ncounseling, job information\/placement and general knowledge of
\ndisabilities. 2. Knowledge of counseling techniques as used in the
\nrehabilitation process. 3. Knowledge of job placement techniques. 4.
\nKnowledge of disabilities <\/p>\n

This is a career ladder position from Counselor I to Counselor IV.
\nSalary and position level will be based on experience and
\ndemonstrated skills. Monthly salary range is $3,050.00 to $4,858.92
