The Counselor I performs routine<br \/>\nrehabilitation work in one or more service areas: Vocational<br \/>\nRehabilitation (VR).and as assigned, independent living (IL) services<br \/>\nor Comprehensive Rehabilitation Services (CRS), utilizing the<br \/>\nRehabilitation Services System (RSS). The Counselor I works<br \/>\nindependently under moderate supervision of the AM. The Counselor I<br \/>\nwill require substantial coaching and mentoring. Work is performed in<br \/>\nsupport of the Mission, Goals and Values of DRS. Duties involve the<br \/>\nprovision of substantial services leading toward successful outcomes<br \/>\nfor people with disabilities; actively develops referral sources from<br \/>\nschools, service providers, underserved populations and community<br \/>\norganizations resulting in appropriate referrals; informing<br \/>\nindividuals of services and programs offered through the Division of<br \/>\nRehabilitation Services(DRS) and how the process works; and providing<br \/>\nreferrals if DRS services are not appropriate. The Counselor I<br \/>\ndetermines eligibility for VR services, or as assigned, IL or CRS;<br \/>\nand conducts an assessment for determining functional limitations and<br \/>\nassets in order to establish the goals and plan services in the<br \/>\nrehabilitation process A mutually agreed upon service plan is<br \/>\ndeveloped for eligible consumers in VR, or as assigned, IL or CRS.<br \/>\nThe Counselor I ensures that the consumer understands their<br \/>\nidentified responsibilities; provides, purchases and coordinates<br \/>\nservices as identified in the IPE, or as assigned the IWRP, and<br \/>\nevaluates progress towards reaching an employment or IL outcome;<br \/>\nestablishes appropriate business relationships with public and<br \/>\nprivate employers, professional groups, medical community, and<br \/>\nemployment and\/or IL resources; and develops and implements a system<br \/>\nfor providing job placement and\/or IL assistance to consumers. The<br \/>\nCounselor I manages and reconciles the consumer service budget; makes<br \/>\nappropriate consumer purchases necessary to achieve consumer goals, to<br \/>\ninclude using available comparable benefits, monitors consumer<br \/>\npurchasing and utilizing best business practices. The Counselor I<br \/>\nserves as team leader to assigned support staff in managing the<br \/>\ndesignated caseload. Performs other duties as assigned and required<br \/>\nto meet the mission and goals of the department. <\/p>\n<p>Essential Job Functions: <\/p>\n<p>Attends work on a regular and predictable schedule in accordance with<br \/>\nagency leave policy and performs other duties as assigned. EJF 1.<br \/>\nEnsures program effectiveness through optimal management of<br \/>\nresources. (5%) EJF 2. Provides effective rehabilitation services for<br \/>\nemployment and\/or independent living services for consumers and<br \/>\ninitiates job placement opportunities and community and advocacy<br \/>\nrelationships in accordance with RPM. (55%) EJF 3. Determines,<br \/>\nselects, approves and monitors consumer service purchases. (15%) EJF<br \/>\n4. Relates effectively with coworkers, providers, customers of<br \/>\nRehabilitation Services and other agencies to support an environment<br \/>\nof teamwork and collaboration. (20%) EJF 5. Serves as team leader to<br \/>\nassigned support staffing managing a designated caseload. (5%) <\/p>\n<p>Knowledge Skills Abilities: <\/p>\n<p>Knowledge of the Rehabilitation Act of 1973 as amended, the Americans<br \/>\nwith Disabilities Act(ADA)and related legislation, and Title VII of<br \/>\nthe Rehabilitation Act of 1973, as amended. Knowledge of available<br \/>\ncommunity resources and comparable benefits for individuals who are<br \/>\ndeaf or hard of hearing. Knowledge of assistive technology specific<br \/>\nto individuals who are deaf, hard or hearing, or have communication<br \/>\ndisorders. Knowledge of available community resources and comparable<br \/>\nbenefits. Knowledge of vocational assessments. Knowledge of<br \/>\ncommunication strategies for people who are deaf or hard of hearing.<br \/>\nKnowledge of job placement techniques. Knowledge of interviewing<br \/>\ntechniques. Knowledge of aspects of Deaf culture Knowledge of<br \/>\nphysical and mental disabilities Knowledge of counseling techniques<br \/>\nas used in the rehabilitation process. Knowledge of independent<br \/>\nliving assessments as required by assignment. Knowledge of services<br \/>\nand resources offered through Independent Living Centers as required<br \/>\nby assignment. Knowledge of occupational classifications and labor<br \/>\nmarket principles Ability to communicate in a conversational mode<br \/>\nutilizing various forms of manual communication (ASL, PSE, English).<br \/>\nAbility to communicate effectively orally and in writing. Ability to<br \/>\noperate with high professional standards. Ability to establish and<br \/>\nmaintain effective working relationships Ability to interpret and<br \/>\napply policy and procedure. Ability to plan, organize and achieve<br \/>\ngoals. Ability to be a team leader Ability to apply VR Process and as<br \/>\nrequired by assignment, the ability to apply the ILS Process Ability<br \/>\nto perform keyboarding and mouse functions utilizing a personal<br \/>\ncomputer. Ability to utilize the Rehabilitation Services System (RSS)<br \/>\nother software programs in a Windows environment. Ability to analyze<br \/>\nand interpret financial data. Skill in decision-making and problem<br \/>\nsolving. Skill in managing a budget. <\/p>\n<p>Registration or Licensure Requirements: <\/p>\n<p>Minimum preferred education\/certification qualifications for VRC&#8217;s<br \/>\nare as follows: Possession of a Master&#8217;s Degree in Rehab Counseling<br \/>\nfrom a recognized institution. Possession of a Master&#8217;s Degree in<br \/>\nCounseling or a closely related field from a recognized institution<br \/>\nand successful completion of one graduate course with a primary focus<br \/>\non the Theories and Techniques of Counseling. Possession of a<br \/>\nDoctorate Degree with a specific program doctorial dissertation with<br \/>\nan emphasis on rehabilitation from a recognized institution and<br \/>\nsuccessful completion of one graduate course with a primary focus on<br \/>\nthe Theories and Techniques of Counseling. Possession of an active<br \/>\nnational certification as a Certified Rehabilitation Counselor or<br \/>\nLicensed Professional Counselor.
