If you would like to see the captions, you will need to have<br \/>\ncaptioning activated in Windows Media Player (go to the Play menu,<br \/>\nselect Captions and Subtitles, select On).<\/p>\n<p>The Department of State Health Services supervises and funds the<br \/>\nPartnership for a Drug-Free Texas. The Texas Partnership is an arm of<br \/>\nthe Partnership for a Drug-Free America, a private, non-profit<br \/>\ncoalition of professionals from the communications industry. DSHS&#8217;<br \/>\ninvolvement and funding make the Texas Partnership unique.<\/p>\n<p>DSHS has used the Partnership for a Drug-Free Texas to generate<br \/>\nmillions of dollars in advertising and media exposure to encourage<br \/>\nTexas youths to make wise choices about alcohol and other drugs. The<br \/>\nTexas Partnership reviews public service announcements provided by the<br \/>\nnational organization, adds the state logo and hot line number and<br \/>\ndistributes the ads to more than 70 television stations, 1,300 print<br \/>\npublications and 600 radio stations around the state. The Texas<br \/>\nPartnership also generates creative work tailored to address concerns<br \/>\nidentified by DSHS. The video further had information about the<br \/>\nlegal consequences with underage drinking, and there was a testimonial<br \/>\nfrom a mother who lost her son due to his drinking.<\/p>\n<p>Following the video the members discussed the successes in alcohol<br \/>\nprevention efforts, and then considered a presentation about the<br \/>\nefforts in Harris County.<\/p>\n<p>In the presentation, the members heard about the targeted regions and<br \/>\nthe differences between those regions.<\/p>\n<p>The members heard about the methods used to reduce the rate of<br \/>\nalcohol use in young adults and those under the legal age.<\/p>\n<p>The members were told about the factors that influence the use of<br \/>\nalcohol and heard about the number of arrests related to alcohol from<br \/>\n1997 to 2004.<\/p>\n<p>The information showed that while public intoxication arrests fell,<br \/>\nthe population rose with the number of peace officers being reduced.<\/p>\n<p>The presentation also included comments that this was an issue of<br \/>\nresources for officers and they were also told there needed to be<br \/>\nadditional TABC enforcers.<\/p>\n<p>The committee then discussed the improvements by the TABC to better<br \/>\nleverage their resources to be more visible and to discuss the<br \/>\npublic&#8217;s culture towards drinking, as well as the numbers of<br \/>\nfatalities from alcohol and other factors.<\/p>\n<p>The presentation then continued with information about the high risk<br \/>\nareas of Harris County.<\/p>\n<p>The presentation further provided a comparison between the number of<br \/>\nalcohol accidents for young individuals in Harris County compared with<br \/>\nthe nation and the state as a whole.<\/p>\n<p>The information showed younger drivers were involved in more alcohol<br \/>\nrelated accidents.<\/p>\n<p>The presentation further provided information about the level of<br \/>\nbinge drinking compared to the state and the rest of the nation and<br \/>\nincluded information about the level of binge drinking of school aged<br \/>\nindividuals.<\/p>\n<p>The presentation concluded with a focus on the norms in our<br \/>\ncommunities and the issues of accountability.<\/p>\n<p>The committee members next looked at a presentation on the Fatal<br \/>\nAccident reduction strategy in efforts to reduce the fatalities.<\/p>\n<p>The strategy targets dangerous behaviors and the need to create a<br \/>\nsense in the community that the police were everywhere.<\/p>\n<p>The members heard the strategy uses unmarked vehicles, no refusal<br \/>\nrights in which blood would be drawn when an individual refuses to<br \/>\ntake a breath analyzer, and the use of &#8220;Bat mobiles&#8221; that allow law<br \/>\nenforcement to intake individuals at the scene.<\/p>\n<p>The members then heard about the challenges in obtaining information<br \/>\non alcohol usage and the issues with obtaining information on<br \/>\nemergency room visits.<\/p>\n<p>They were also told about the challenges with comparing information<br \/>\nbetween regions and the need to find what happens to those who receive<br \/>\nDWI convictions.<\/p>\n<p>The committee members next heard a request to re-regionalizing the<br \/>\nstate to create the same regions for all agencies and entities.<\/p>\n<p>The committee members also heard a request to embed the Texas School<br \/>\nSurvey in the Academic Excellence System to require schools to provide<br \/>\ninformation on Drug and Alcohol usage.<\/p>\n<p>Following the presentation, the members stated their appreciation for<br \/>\nthe information and then heard a presentation about the Environmental<br \/>\nStrategy.<\/p>\n<p>The members were told the strategy included a desire to track<br \/>\ninformation over a period of time, and the strategy uses a survey that<br \/>\nwas a part of the state evaluation.<\/p>\n<p>The survey conducted looked at consumption patterns, and the related<br \/>\nissues with drinking and driving, as well as the perceptions of the<br \/>\nissues in the communities.<\/p>\n<p>This information was gained from a the statewide telephone survey of<br \/>\n400 individuals, and included information that half of those contacted<br \/>\nhave used alcohol in the last thirty days.<\/p>\n<p>The information also included information about the high levels of<br \/>\nindividuals driving within an hour of drinking.<\/p>\n<p>The presentation continued with other information about the public&#8217;s<br \/>\nknowledge of the state&#8217;s drinking laws. The survey showed a third of<br \/>\nthe population not knowing about all the laws related to drinking.<\/p>\n<p>The information next looked at the perceived risk by Texans.
