What I look for is what<br \/>\nis best for consumer; by that, I mean consumers should be able to have<br \/>\nall the features of telephone system like video mail, caller id, etc.,<br \/>\nand after that I look for what is most seamless, least infrastructure<br \/>\nchanges, and minimum federal regulations added. My vote would go to<br \/>\nNeuStar and HOVRS\/GA proposals. On the paper, CSDVRS\u2019s ONS proposal<br \/>\nlooks good, but in practice requires lot of changes &#8211; substantive<br \/>\nchanges would be needed for VRS providers and the FCC would have to<br \/>\ncreate new regulations.
