911 policy at Rogers Elementary questioned after near-drowning<\/p>\n

HOUSTON — A school source contacted 11 News Friday with troubling
\ninformation about a near-drowning at T.H. Rogers Elementary.<\/p>\n
On Thursday, a 9-year-old deaf girl fell into the school\u2019s indoor
\nswimming pool during a P.E. class.<\/p>\n
When staff members pulled her from the water, she was unconscious.<\/p>\n
She was taken to the hospital, where CPS said she remains on life
\nsupport.<\/p>\n
But now some are asking questions about how long it took before
\nanyone dialed 911.<\/p>\n
A school source who wanted 11 News to conceal their identity said
\nteachers at the school are not allowed to call 911 for help during
\nmedical emergencies.<\/p>\n
\u201cThey first have to call the office on the intercom. Then the
\noffice will get the nurse. And the nurse goes down to the area where
\nthe injured or sick child is, and the nurse will make the
\ndetermination to call 911,\u201d the source said.<\/p>\n
Exactly how long it took for the call to go out to emergency crews
\nThursday is unclear.<\/p>\n
HISD released a statement saying staff members performed CPR, and
\nparamedics were contacted through 911.<\/p>\n
But the source said that is simply untrue, and they believe students
\nare at risk.<\/p>\n
\u201cI believe that precious moments are wasted and the judgments of
\nadults in that classroom should be sufficient,\u201d the source said.<\/p>\n
Rogers Elementary has a very diverse enrollment, and many of its
\nstudents are physically challenged.<\/p>\n
The girl who fell in the pool was not only deaf, but she was also
\nknown to have seizures.<\/p>\n
HISD said she was underwater for one minute, but the school source
\nsaid they found that hard to believe.<\/p>\n
\u201cHow do they know she was in there less than a minute unless they
\nsaw her fall,\u201d the source asked.<\/p>\n
11 News was unable to contact the child\u2019s family Friday.<\/p>\n
Staff members said at the time of the accident, the girl was sitting
\non the pool\u2019s edge. They said she suddenly slumped over or fell into
\nthe water.<\/p>\n
HISD\u2019s Office of Inspector General is investigating the incident.<\/p>\n
It should be noted that Rogers Elementary is considered to be one of
\nHouston\u2019s better schools.<\/p>\n
