Now, if an officer pulls them over, they know more about what to expect.<\/p>\n<p><a href=\"https:\/\/capitol.texas.gov\/tlodocs\/86R\/billtext\/pdf\/SB00976F.pdf#navpanes=0\">https:\/\/capitol.texas.gov\/tlodocs\/86R\/billtext\/pdf\/SB00976F.pdf#navpanes=0<\/a><\/p>\n<p>Emma Faye Rudkin, a representative on the Governor&#8217;s Committee on People with Disabilities, said communication challenges can affect drivers who are pulled over in ways people may not expect.<\/p>\n<p><a href=\"https:\/\/emmafayerudkin.com\/\">https:\/\/emmafayerudkin.com\/<\/a><\/p>\n<p>&#8220;There\u2019s a lot of misunderstanding,&#8221; Rudkin said. &#8220;So for me, I\u2019m a deaf person who uses my voice, but that doesn\u2019t mean I can hear. So when I get pulled over, they\u2019re assuming I\u2019m not respecting them, (that) I\u2019m not paying attention.&#8221;<\/p>\n<p>Allen said he hopes this measure will make a difference for people across the state\u2014and, if it spreads, across the nation.<\/p>\n<p>&#8220;Knowing that Texas is the first state to do this, it\u2019s an honor.
