Call for ASL Talent<\/strong><\/p>\n

ASL Videos Solicitation – Download 3-pages PDF format<\/strong><\/a><\/em><\/p>\n

The Office of Deaf and Hard of Hearing Services (ODHHS) within the Texas Health and Human Services Commission is seeking deaf individuals to produce written materials in American Sign Language (ASL) to be recorded and published on the ODHHS website.<\/p>\n

Three \u2013 four individuals will be selected to ASL one of the following topics:<\/strong>
\n\u2022 Introduction \/ Overview of ODHHS
\n\u2022 Resource Specialist Program
\n\u2022 Tuition Waiver Program<\/p>\n

English scripts provided by ODHHS will closely align current text on ODHHS website. https:\/\/hhs.texas.gov\/services\/disability\/deaf-hard-hearing<\/a><\/p>\n

Eligibility<\/strong><\/p>\n

To be eligible for funding, the individual providing the services must meet the following requirements:<\/p>\n

\u2022 Ability to sign written materials fluently in ASL
\n\u2022 Experienced in publicly presenting in ASL
\n\u2022 Experienced in producing documents in ASL gloss
\n\u2022 Currently resides in Texas
\n\u2022 Must be Deaf, DeafBlind, or Hard of Hearing<\/p>\n

Awards will be made as submission are received.<\/strong><\/p>\n

\u2022 Statement of Interest
\n\u2022 List of previous projects producing ASL gloss documents, include subjects glossed
\n\u2022 List previous experience providing presentations in ASL, include target audience and subjects presented
\n\u2022 Create 30 to 60 second video clip produced in ASL from current text on ODHHS website or other government website, as an example<\/p>\n

III. Fees<\/strong><\/p>\n

\u2022 ASL gloss fee for approximately 250 words, includes any revisions
\n\u2022 Hourly fee for ASL performance of ASL gloss
\n\u2022 Travel costs to Austin, Texas in compliance with GSA requirements.

Submission Scoring Criteria<\/strong><\/p>\n

Submissions will be rated according to the following criteria:<\/strong><\/p>\n

Experience and Performance Record (30 points)<\/strong><\/p>\n

\u2022 Submitter has appropriate training and experience to provide the services requested.
\n\u2022 Submitter has demonstrated the ability to provide the services requested.
\n\u2022 Submitter\u2019s presentation style is appropriate for the services requested.<\/p>\n

Cost of Services (30 points)<\/strong><\/p>\n

\u2022 Fees and costs proposed are reasonable for the services requested.<\/p>\n

Video Demonstration (40 points)<\/strong><\/p>\n

\u2022 Submitter demonstrates the ability to engage an audience in a manner that is clear and understandable.
\n\u2022 Submitter demonstrates the ability to meet the needs of individuals with broad language styles.
\n\u2022 Submitter demonstrates the ability to convey accurate meaning of text in ASL.
\n\u2022 Submitter demonstrates the ability to pace the presentation appropriately.<\/p>\n

Funding Requirements<\/strong><\/p>\n

If a submission is accepted, the following is required to be eligible for funding:<\/strong><\/p>\n

\u2022 ASL gloss document to be provided to ODHHS within 10 days prior to the film session.
\n\u2022 If upon request, provide updated changes to the ASL gloss document within three working days of request.
\n\u2022 Perform approved ASL gloss to be filmed in Austin, Texas during one day between estimated between July 6 \u2013 July 31, 2020.
\n\u2022 Submit an invoice within thirty calendar days from the last day of filming to be reimbursed for services that contains the following information:<\/p>\n

o Name
\no State of Texas Vendor identification number
\n? Complete and submit TIN form if not currently have number
\no Address
\no Invoice number
\no Purchase order number (to be provided by ODHHS)
\no Description of services; separate time spent on gloss and filming
\no Invoice total<\/p>\n

\u2022 Submissions will be selected based on criteria established in this solicitation.
\n\u2022 Submissions are not guaranteed acceptance or funding if accepted.
\n\u2022 All submissions shall become the property of the State of Texas upon receipt.<\/p>\n

To be accepted, submissions must be sent by email to dhhs.mailbox@hhsc.state.tx.us by Friday, June 19, 2020.<\/strong><\/em><\/p>\n
