First one is the<br \/>\n\u201cadvisory comments\u201d of the Number Order, and the second one is the<br \/>\nNumber Order in itself in its all complication splendor.<\/p>\n<p>FCC Consumer Advisory (same one as the last post) <\/p>\n<p><p><a href=\"http:\/\/www.fcc.gov\/cgb\/consumerfacts\/trstendigit-user-meaning.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Click to access trstendigit-user-meaning.pdf<\/a><\/p>\n<\/p>\n<p>Full blown Order on Number &#8211; if you want gritty details, click to<br \/>\nthis one. <\/p>\n<p><p><a href=\"http:\/\/hraunfoss.fcc.gov\/edocs_public\/attachmatch\/FCC-08-275A1.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Click to access FCC-08-275A1.pdf<\/a><\/p>\n<\/p>\n<p>I may need to follow up with a few Vlogs or blog or comments on the<br \/>\nrecent Number Order by the FCC. I will decide on which particular<br \/>\nissues to cover with based on comments and video calls I will receive<br \/>\nfrom some of you. At any rate, I will try to pull out information that<br \/>\nis important to consumers, and leave out the techo-babble and cost<br \/>\nreimbursement stuff. <\/p>\n<p>One thing is clear from the Number Order, though, is that all of us<br \/>\ncan get Local Telephone Number (abbreviated to LTN) from VRS and IP<br \/>\nRelay Providers. That\u2019s GREAT news and Exciting! <\/p>\n<p>Here are the basic items:<\/p>\n<p> Once deaf\/HOH gets LTN, the LTN can be shared with other deaf who<br \/>\nhave VP; but it cannot be just any VP, it has to be a VP that deaf\/HOH<br \/>\ngot from a VRS provider.<\/p>\n<p> Meaning if a deaf person has a PolyCom Video Phone or pretty much<br \/>\nany video phones that were not distributed by VRS providers, he\/she<br \/>\nwould need to use an Internet Protocol Address to call other VRS<br \/>\nusers. If you did not get your video phone from a VRS Provider, you<br \/>\nwill not be able to use that video phone to call 9-1-1. Please use<br \/>\nyour TTY instead. <\/p>\n<p> Your LTN can be shared with any hearing person. Hearing persons do<br \/>\nnot need two sets of phone numbers to contact a VRS user. Your<br \/>\ntelephone number will automatically connect to hearing through the<br \/>\ndefault VRS provider that YOU chose.<br \/>\n Most VRS Providers, who gave you the equipment, may contact you to<br \/>\nask you to register to get a telephone number. This telephone number<br \/>\nwill be what 9-1-1 identifies when you dial 9-1-1 during times of an<br \/>\nemergency.<br \/>\n Only VRS and IP Relay Providers can give you a new telephone number.<br \/>\nYou cannot get a telephone number from a phone company that is not<br \/>\nassociated with VRS or IP relay service (not now, maybe in the<br \/>\nfuture).<\/p>\n<p> Once you get the LNP, you can use it immediately (nice). <\/p>\n<p> Only deaf\/HOH can get telephone number for Video Phones; hearing<br \/>\nperson at this time cannot get LNP for video phone. (The following is<br \/>\nmy comment: I was disappointed to see that, and sincerely hope that<br \/>\nwill change in the near future as many of us have hearing relatives,<br \/>\nfriends and business associates who can sign.)<br \/>\n Deaf\/HOH MUST register with VRS Providers, no exceptions; this means<br \/>\ngiving your name, address, where you live, and any important<br \/>\ninformation that E911 may need to know.<br \/>\n VRS providers are allowed to verify by whatever means to ensure that<br \/>\ndeaf\/HOH live at that address; not unlike credit card, bank accounts,<br \/>\netc.<br \/>\n In addition, VRS providers MUST verify that registrants are<br \/>\ndeaf\/HOH, and allowed to employ procedures to determine that. <\/p>\n<p> So if they ask you questions, these are the reasons why. <\/p>\n<p> The FCC allows for you to use the current \u201cfake telephone<br \/>\nnumber\u201d (alias and proxy numbers) you have been using up to 6<br \/>\nmonths. After 6 months, these numbers will not be allowed; 800\/866<br \/>\nwill be permitted only if \u201cgeographical telephone numbers\u201d are<br \/>\nassigned to 800\/866 numbers.<\/p>\n<p> In other words, deaf\/HOH must have registered and received your<br \/>\ntelephone number first, before you can use 800\/866.<br \/>\n First 3 months are for \u201celigibility period\u201d, and the last 3<br \/>\nmonths is a \u201cpermissive calling period\u201d. Meaning that VRS users<br \/>\nmust register within the first three months.<br \/>\n After 3 months, VRS providers are required to notify any VRS calls<br \/>\nthey receive that VRS users will need to register for LNP. After the<br \/>\ncut-off time (June 30, 2009), VRS providers will not process any VRS<br \/>\ncalls if the Video Phone user is not registered with any one of VRS<br \/>\nproviders. <\/p>\n<p> Deaf\/HOH persons are allowed more than one LNP; for example, one LNP<br \/>\nfor Video Phone, and one LNP for pager\/laptop.<br \/>\n Right now, due to technical reasons, you will not be able to use the<br \/>\nsame telephone number for multiple devices in your home. Meaning, if<br \/>\nyou have an Ojo downstairs, and a Sorenson VP200 upstairs, you will<br \/>\nneed to get a separate telephone number for each.<\/p>\n<p> Hopefully in the near future, when all the equipments are compatible<br \/>\nwith new standards in place, you will be able to have same telephone<br \/>\nnumber for each device in your home even if different from each other.<\/p>\n<p> However, if you have, for example, two VPADs in your home, i.e.,<br \/>\ndownstairs and upstairs; you can use the same telephone number for<br \/>\nboth of VPADs.<\/p>\n<p> You will need to check with your provider first to make sure the<br \/>\ndevices they gave you can do this type of set up. <\/p>\n<p> To have the same telephone number for VP and Cell Phone\/Pager is not<br \/>\npossible; each must be assigned a LNP separately.<\/p>\n<p> However, VRS providers can if they have the feature of \u201cforward<br \/>\ncall\u201d where a VRS call can be forwarded to IP, or vice versa. That<br \/>\nis up to VRS providers to offer that, the FCC does not disallow that. <\/p>\n<p> All 911 calls processed by VRS providers must have the capacity to:<\/p>\n<p> Carry a call back number; for example if the video call got<br \/>\ndisconnected, then Video Interpreter will need to be able to call back<br \/>\nto VRS user immediately.<br \/>\n Name of relay provider<br \/>\n Video Interpreter or IP Relay Agent identification number<br \/>\n The Caller (deaf\/HOH) Registered Location (data needed for the<br \/>\nemergency dispatcher to know where\/who\/what)<br \/>\n Video Interpreters during an emergency call are allowed to record<br \/>\neverything in case the call to emergency dispatcher gets disconnected,<br \/>\nand Video Interpreter will be able to relate to emergency dispatcher<br \/>\nwhat happened. <\/p>\n<p> VRS providers are required to put any 911 VRS call to top of its<br \/>\nqueue waiting list.<\/p>\n<p> VRS providers CANNOT break into any VRS calls they are processing<br \/>\nand close the regular VRS call then accept an emergency call. <\/p>\n<p> When connecting to a 9-1-1 through VRS the Video Interpreters are<br \/>\nallowed to identify pertinent information from viewing VP (see fire,<br \/>\ngun waving around, etc.) that may help emergency dispatcher assess the<br \/>\nsituation realistically. <\/p>\n<p>The following issue is bit complicated; try to read this carefully. <\/p>\n<p> Portability Issue: what this means is if you are not happy with the<br \/>\nVRS service you signed up with in the beginning and want to make a<br \/>\nswitch to a new VRS provider, all it requires is that you, the<br \/>\ndeaf\/HOH person, can simply go to the new Provider and tell them you<br \/>\nwant to use their service and keep the telephone number you have. The<br \/>\nnew Provider will contact the old Provider to work it out. You do not<br \/>\nhave to talk to the old Provider at all.<br \/>\n Important for you to know that at this time; if you switch to new<br \/>\nVRS provider, you may not get the same features that you had with<br \/>\nprevious VRS provider. The new Provider may not have the technical<br \/>\nstandards to continue the VP\u2019s look on your screen. So it is very<br \/>\nimportant that you ask if they can do this before you make the switch.<br \/>\nNot all Providers are up to par yet. If the new Provider cannot manage<br \/>\nyour existing videophone from their end, then you may be given a new<br \/>\nvideo phone from the new Provider and you should still be able to keep<br \/>\nyour telephone number. <\/p>\n<p>If you have problems with above, please feel free to share with me so<br \/>\nI can inquire with the E911 Stakeholder Council of which I am member<br \/>\nof and working on these issues.<\/p>\n<p>Well, that is about it.
