EDITORIAL: Fort Worth should take specific steps to aid the deaf and
\nhard of hearing<\/p>\n

The goal of a citywide “Let\u2019s Talk Fort Worth” meeting four months
\nago was to solicit ideas from residents to make the city a better
\nplace to live. Speakers Tracey Michol and Muriel Buie made eloquent
\nappeals for the city to become more attentive to the needs of deaf
\npeople.<\/p>\n

Those words haven\u2019t been forgotten.<\/p>\n

The city\u2019s Human Relations Commission took up the issue in the wake
\nof the Sept. 25 town hall meeting at Will Rogers Auditorium. The
\ncitizen panel since has come up with a list of specific
\nrecommendations regarding ways that the city can help make Fort Worth
\nmore “deaf-friendly.” The City Council, which canceled today\u2019s
\nmeeting due to the weather, was to consider a resolution accepting
\nthose recommendations to better assist deaf and hard-of-hearing
\npeople.<\/p>\n

The council should approve the resolution, which would be an
\nimportant first step toward actual implementation of measures designed
\nto make city meetings and services more accessible and beneficial to
\ndeaf persons.<\/p>\n

As the resolution stresses, “Fort Worth\u2019s vision to be Texas\u2019
\n‘Most Livable City\u2019 cannot be realized without providing
\naccessibility and equal opportunity for all residents, including those
\nin the deaf and hard-of-hearing community.”<\/p>\n

Fort Worth Human Relations Commission recommendations to help deaf
\nand hard-of-hearing people include:<\/p>\n

Ensure that all city-owned or city-operated facilities are
\naccessible, with technology such as Video Relay Service (VRS)
\nprovided. Training should be given all city employees on the use of
\nVRS. The city, when appropriate, also should use Video Remote
\nInterpreting (VRI) services.<\/p>\n

Train Fort Worth police officers and recruits regarding issues
\nspecifically pertaining to the deaf and hard of hearing.<\/p>\n

Encourage deaf and hard-of-hearing persons to participate in a
\nprogram to provide the Fort Worth-Tarrant County Office of Emergency
\nManagement with vital information about themselves and to register
\nwith the program.<\/p>\n

Review city employment policies and disability programs in an effort
\n“to maximize opportunities for the deaf and hard of hearing” and
\nensure that they are not inadvertently discriminated against or
\ndiscouraged from applying for jobs.<\/p>\n

Ensure that all televised meetings of the City Council and other city
\ncommissions and boards are accessible by providing sign interpretative
\nservices and closed captioning for broadcasts. Also, include closed
\ncaptioning for videos on the city Web site and provide American Sign
\nLanguage (ASL) services online.<\/p>\n
