The Counselor I performs routine rehabilitation work in<br \/>\none or more service areas: Vocational Rehabilitation (VR).and as<br \/>\nassigned, independent living (IL) services or Comprehensive<br \/>\nRehabilitation Services (CRS), utilizing the Rehabilitation Services<br \/>\nSystem (RSS). The Counselor I works independently under moderate<br \/>\nsupervision of the AM. The Counselor I will require substantial<br \/>\ncoaching and mentoring. Work is performed in support of the Mission,<br \/>\nGoals and Values of DRS. Duties involve the provision of substantial<br \/>\nservices leading toward successful outcomes for people with<br \/>\ndisabilities; actively develops referral sources from schools, service<br \/>\nproviders, underserved populations and community organizations<br \/>\nresulting in appropriate referrals; informing individuals of services<br \/>\nand programs offered through the Division of Rehabilitation<br \/>\nServices(DRS) and how the process works; and providing referrals if<br \/>\nDRS services are not appropriate. The Counselor I determines<br \/>\neligibility for VR services, or as assigned, IL or CRS; and conducts<br \/>\nan assessment for determining functional limitations and assets in<br \/>\norder to establish the goals and plan services in the rehabilitation<br \/>\nprocess. A mutually agreed upon service plan is developed for eligible<br \/>\nconsumers in VR, or as assigned, IL or CRS. The Counselor I ensures<br \/>\nthat the consumer understands their identified responsibilities;<br \/>\nprovides, purchases and coordinates services as identified in the IPE,<br \/>\nor as assigned the IWRP, and evaluates progress towards reaching an<br \/>\nemployment or IL outcome; establishes appropriate business<br \/>\nrelationships with public and private employers, professional groups,<br \/>\nmedical community, and employment and\/or IL resources; and develops<br \/>\nand implements a system for providing job placement and\/or IL<br \/>\nassistance to consumers. The Counselor I manages and reconciles the<br \/>\nconsumer service budget; makes appropriate consumer purchases<br \/>\nnecessary to achieve consumer goals, to include using available<br \/>\ncomparable benefits, monitors consumer purchasing and utilizing best<br \/>\nbusiness practices. The Counselor I serves as team leader to assigned<br \/>\nsupport staff in managing the designated caseload. Performs other<br \/>\nduties as assigned and required to meet the mission and goals of the<br \/>\ndepartment.<\/p>\n<p>Essential Job Functions: <\/p>\n<p>Attends work on a regular and predictable schedule in accordance with<br \/>\nagency leave policy and performs other duties as assigned. EJF 1.<br \/>\nEnsures program effectiveness through optimal management of resources.<br \/>\n(5%) EJF 2. Provides effective rehabilitation services for employment<br \/>\nand\/or independent living services for consumers and initiates job<br \/>\nplacement opportunities and community and advocacy relationships in<br \/>\naccordance with RPM policy. (55%) EJF 3. Determines, selects, approves<br \/>\nand monitors consumer service purchases. (15%) EJF 4. Relates<br \/>\neffectively with coworkers, providers, customers of Rehabilitation<br \/>\nServices and other agencies to support an environment of teamwork and<br \/>\ncollaboration. (20%) EJF 5. Serves as team leader to assigned support<br \/>\nstaffing managing a designated caseload. (5%)<\/p>\n<p>Knowledge Skills Abilities: <\/p>\n<p>Knowledge of the Rehabilitation Act of 1973 as amended, the Americans<br \/>\nwith Disabilities Act (ADA) and related legislation, and Title VII of<br \/>\nthe Rehabilitation Act of 1973, as amended. * Knowledge of available<br \/>\ncommunity resources and comparable benefits for individuals who are<br \/>\ndeaf or hard of hearing. *Knowledge of assistive technology specific<br \/>\nto individuals who are deaf, hard or hearing, or have communication<br \/>\ndisorders. Knowledge of available community resources and comparable<br \/>\nbenefits. Knowledge of vocational assessments. *Knowledge of<br \/>\ncommunication strategies for people who are deaf or hard of hearing.<br \/>\nKnowledge of job placement techniques. Knowledge of interviewing<br \/>\ntechniques. *Knowledge of aspects of Deaf culture Knowledge of<br \/>\nphysical and mental disabilities Knowledge of counseling techniques as<br \/>\nused in the rehabilitation process. Knowledge of independent living<br \/>\nassessments as required by assignment. Knowledge of services and<br \/>\nresources offered through Independent Living Centers as required by<br \/>\nassignment. Knowledge of occupational classifications and labor market<br \/>\nprinciples * Ability to communicate in a conversational mode utilizing<br \/>\nvarious forms of manual communication (ASL, PSE, English). Ability to<br \/>\ncommunicate effectively orally and in writing. Ability to operate with<br \/>\nhigh professional standards. Ability to establish and maintain<br \/>\neffective working relationships Ability to interpret and apply policy<br \/>\nand procedure. Ability to plan, organize and achieve goals. Ability to<br \/>\nbe a team leader Ability to apply VR Process and as required by<br \/>\nassignment, the ability to apply the ILS Process Ability to perform<br \/>\nkeyboarding and mouse functions utilizing a personal computer. Ability<br \/>\nto utilize the Rehabilitation Services System (RSS) other software<br \/>\nprograms in a Windows environment. Ability to analyze and interpret<br \/>\nfinancial data. Skill in decision-making and problem solving. Skill in<br \/>\nmanaging a budget. *Applicable to Rehabilitation Counselors for the<br \/>\nDeaf<\/p>\n<p>Registration or Licensure Requirements: <\/p>\n<p>List the licensure, certification, or registration required to<br \/>\nperform this job: Minimum preferred education\/certification<br \/>\nqualifications for VRC\u2019s are as follows: \u2022 Possession of a<br \/>\nMaster\u2019s Degree in Rehab Counseling from a recognized institution.<br \/>\n\u2022 Possession of a Master\u2019s Degree in Counseling or a closely<br \/>\nrelated field from a recognized institution and successful completion<br \/>\nof one graduate course with a primary focus on the Theories and<br \/>\nTechniques of Counseling. \u2022 Possession of a Doctorate Degree with a<br \/>\nspecific program doctorial dissertation with an emphasis on<br \/>\nrehabilitation from a recognized institution and successful completion<br \/>\nof one graduate course with a primary focus on the Theories and<br \/>\nTechniques of Counseling. \u2022 Possession of an active national<br \/>\ncertification as a Certified Rehabilitation Counselor or Licensed<br \/>\nProfessional Counselor.
