Job Description:<\/p>\n
Voc Rehab Counselor I The Counselor I is selected by and is
\naccountable to the Area Manager (AM) with the approval of the Regional
\nDirector (RD). The Counselor I performs routine rehabilitation work in
\none or more service areas: Vocational Rehabilitation (VR).and as
\nassigned, independent living (IL) services or Comprehensive
\nRehabilitation Services (CRS), utilizing the Rehabilitation Services
\nSystem (RSS). The Counselor I works independently under moderate
\nsupervision of the AM. The Counselor I will require substantial
\ncoaching and mentoring. Work is performed in support of the Mission,
\nGoals and Values of DRS. Duties involve the provision of substantial
\nservices leading toward successful outcomes for people with
\ndisabilities; actively develops referral sources from schools, service
\nproviders, underserved populations and community organizations
\nresulting in appropriate referrals; informing individuals of services
\nand programs offered through the Division of Rehabilitation
\nServices(DRS) and how the process works; and providing referrals if
\nDRS services are not appropriate. The Counselor I determines
\neligibility for VR services, or as assigned, IL or CRS; and conducts
\nan assessment for determining functional limitations and assets in
\norder to establish the goals and plan services in the rehabilitation
\nprocess. A mutually agreed upon service plan is developed for eligible
\nconsumers in VR, or as assigned, IL or CRS. The Counselor I ensures
\nthat the consumer understands their identified responsibilities;
\nprovides, purchases and coordinates services as identified in the IPE,
\nor as assigned the IWRP, and evaluates progress towards reaching an
\nemployment or IL outcome; establishes appropriate business
\nrelationships with public and private employers, professional groups,
\nmedical community, and employment and\/or IL resources; and develops
\nand implements a system for providing job placement and\/or IL
\nassistance to consumers. The Counselor I manages and reconciles the
\nconsumer service budget; makes appropriate consumer purchases
\nnecessary to achieve consumer goals, to include using available
\ncomparable benefits, monitors consumer purchasing and utilizing best
\nbusiness practices. The Counselor I serves as team leader to assigned
\nsupport staff in managing the designated caseload. Performs other
\nduties as assigned and required to meet the mission and goals of the
\ndepartment.<\/p>\n

Attends work on a regular and predictable schedule in accordance with
\nagency leave policy and performs other duties as assigned. EJF 1.
\nEnsures program effectiveness through optimal management of resources.
\n(5%) EJF 2. Provides effective rehabilitation services for employment
\nand\/or independent living services for consumers and initiates job
\nplacement opportunities and community and advocacy relationships in
\naccordance with RPM policy. (55%) EJF 3. Determines, selects, approves
\nand monitors consumer service purchases. (15%) EJF 4. Relates
\neffectively with coworkers, providers, customers of Rehabilitation
\nServices and other agencies to support an environment of teamwork and
\ncollaboration. (20%) EJF 5. Serves as team leader to assigned support
\nstaffing managing a designated caseload. (5%)<\/p>\n
Knowledge Skills Abilities: <\/p>\n
Knowledge of the Rehabilitation Act of 1973 as amended, the Americans
\nwith Disabilities Act (ADA) and related legislation, and Title VII of
\nthe Rehabilitation Act of 1973, as amended. * Knowledge of available
\ncommunity resources and comparable benefits for individuals who are
\ndeaf or hard of hearing. *Knowledge of assistive technology specific
\nto individuals who are deaf, hard or hearing, or have communication
\ndisorders. Knowledge of available community resources and comparable
\nbenefits. Knowledge of vocational assessments. *Knowledge of
\ncommunication strategies for people who are deaf or hard of hearing.
\nKnowledge of job placement techniques. Knowledge of interviewing
\ntechniques. *Knowledge of aspects of Deaf culture Knowledge of
\nphysical and mental disabilities Knowledge of counseling techniques as
\nused in the rehabilitation process. Knowledge of independent living
\nassessments as required by assignment. Knowledge of services and
\nresources offered through Independent Living Centers as required by
\nassignment. Knowledge of occupational classifications and labor market
\nprinciples * Ability to communicate in a conversational mode utilizing
\nvarious forms of manual communication (ASL, PSE, English). Ability to
\ncommunicate effectively orally and in writing. Ability to operate with
\nhigh professional standards. Ability to establish and maintain
\neffective working relationships Ability to interpret and apply policy
\nand procedure. Ability to plan, organize and achieve goals. Ability to
\nbe a team leader Ability to apply VR Process and as required by
\nassignment, the ability to apply the ILS Process Ability to perform
\nkeyboarding and mouse functions utilizing a personal computer. Ability
\nto utilize the Rehabilitation Services System (RSS) other software
\nprograms in a Windows environment. Ability to analyze and interpret
\nfinancial data. Skill in decision-making and problem solving. Skill in
\nmanaging a budget. *Applicable to Rehabilitation Counselors for the
\nDeaf<\/p>\n
Registration or Licensure Requirements: <\/p>\n
List the licensure, certification, or registration required to
\nperform this job: Minimum preferred education\/certification
\nqualifications for VRC\u2019s are as follows: \u2022 Possession of a
\nMaster\u2019s Degree in Rehab Counseling from a recognized institution.
\n\u2022 Possession of a Master\u2019s Degree in Counseling or a closely
\nrelated field from a recognized institution and successful completion
\nof one graduate course with a primary focus on the Theories and
\nTechniques of Counseling. \u2022 Possession of a Doctorate Degree with a
\nspecific program doctorial dissertation with an emphasis on
\nrehabilitation from a recognized institution and successful completion
\nof one graduate course with a primary focus on the Theories and
\nTechniques of Counseling. \u2022 Possession of an active national
\ncertification as a Certified Rehabilitation Counselor or Licensed
\nProfessional Counselor. Applicants hired without these credentials
\nwill be required to meet standards within the timeframe agreed to at
\nemployment.<\/p>\n
Initial Selection Criteria: <\/p>\n
1. Masters degree with major in Vocational Rehabilitation Counseling
\nor Vocational Rehabilitation Administration from an accredited college
\nor university, OR Masters degree with major in Counseling and
\nGuidance, Education, Social Work, Sociology, Psychology or Public
\nHealth from an accredited college or university plus one (1) year
\nrelated work experience, OR Other Masters degree plus two (2) years
\nrelated work experience, OR Bachelors degree with a major in
\nVocational Rehabilitation from an accredited college or university
\nplus one (1) year related work experience, OR Bachelors degree with
\nmajor in Counseling and Guidance, Education, Social Work, Sociology,
\nPsychology or Public Health from an accredited college or university
\nplus two (2) years related work experience, OR Other Bachelors degree
\nplus three (3) years related work experience. Related work experience
\nis defined as: Job duties that include case management, counseling,
\njob information\/placement and general knowledge of disabilities. 2.
\nKnowledge of counseling techniques as used in the rehabilitation
\nprocess. 3. Knowledge of job placement techniques. 4. Knowledge of
