TWC said they would find the support services necessary<br \/>\n(i.e. interpreters, job coaches, etc.) to accommodate students who are<br \/>\nDeaf or Hard of Hearing. The monies must be spent by end of September<br \/>\n09 so this is an opportunity that can&#8217;t be missed!<\/p>\n<p>Download local contact: (DOC format)<\/p>\n<p><a href=\"http:\/\/deafnetwork.com\/wordpress\/download\/228\/\">http:\/\/deafnetwork.com\/wordpress\/download\/228\/<\/a><\/p>\n<p>Download local contact: (PDF format)<\/p>\n<p><a href=\"http:\/\/deafnetwork.com\/wordpress\/download\/229\/\">http:\/\/deafnetwork.com\/wordpress\/download\/229\/<\/a><\/p>\n<p>American Recovery and Reinvestment Act of 2009<\/p>\n<p>Youth ages 14 through 24 may be served through the American Recovery<br \/>\nand Reinvestment Act of 2009 (Recovery Act).<\/p>\n<p>Summer employment activities are a major component for serving youth<br \/>\nunder the Recovery Act.<\/p>\n<p>Summer employment activities occur between May 1 and September 30,<br \/>\n2009.<\/p>\n<p>Summer employment includes activities such as:<\/p>\n<p>* Work Experience<\/p>\n<p>* Day Camps with academic instruction and career awareness activities<\/p>\n<p>* Work simulation and career orientation activities <\/p>\n<p>* Classroom training<\/p>\n<p>* Internships<\/p>\n<p>Summer employment activities may be paid or unpaid. The duration of<br \/>\nthe activity may vary by workforce area. Youth must meet Workforce<br \/>\nInvestment Act eligibility criteria to participate in the program.For<br \/>\nmore information about summer youth employment activities in your<br \/>\narea, contact your Local Workforce Development Board.<\/p>\n<p>Summer Youth WIA \u2013 ARRA Funding<\/p>\n<p>FAQ<\/p>\n<p>1. Is this a new program or just more money into an existing summer<br \/>\njobs program?<\/p>\n<p>Funding from the American Recovery and Reinvestment Act (ARRA) will<br \/>\nbe used to greatly expand existing summer youth job programs and<br \/>\ncreate new summer youth employment and training programs throughout<br \/>\nthe 28 local workforce development board areas in Texas.<\/p>\n<p>2. Who hires the kids? Government or private employers?<\/p>\n<p>Youth summer employers may be private for-profit, private nonprofit,<br \/>\nor public sector employers. In most areas, for most age groups, a<br \/>\ncombination of all three are being utilized.<\/p>\n<p>3. What kind of jobs, at what kind of wages?<\/p>\n<p>A large variety of employers, worksites and jobs are possible,<br \/>\nalthough per federal restrictions, youth may not work in any gambling<br \/>\nestablishment, aquarium, zoo, golf course, or swimming pool. Various<br \/>\ncriteria are established for employer selection based on their<br \/>\ncommitment to help youth receive the experience and training needed to<br \/>\nmeet the work readiness goals for summer youth participants. Youth<br \/>\nemployment opportunities can include jobs in high-demand industries<br \/>\nsuch as renewable energy or health care. Summer employment<br \/>\nopportunities that link work experience to training, specifically<br \/>\ntraining that results in an employment credential, are encouraged.<\/p>\n<p>Work experience may be paid or unpaid. If paid employees, youth must<br \/>\nbe paid at least the federal minimum wage. Board staff will assess the<br \/>\nneeds of each summer youth participant and make recommendations that<br \/>\nmay include apprenticeship or classroom training, work experience or a<br \/>\ncombination of both.<\/p>\n<p>4. Does each region customize its program? Or is it the same<br \/>\nstatewide?<\/p>\n<p>Local service delivery is the model of Texas Workforce Solutions,<br \/>\nwhich includes the Texas Workforce Commission and 28 local workforce<br \/>\nboards that serve employers and jobseekers throughout the Texas. Most<br \/>\nservices are provided at the local level and are based on the needs of<br \/>\neach community. However, workforce boards strive to collaborate and<br \/>\nshare resources whenever possible by replicating innovative programs.<\/p>\n<p>5. How many jobs will be created in the summer youth program?<\/p>\n<p>Based on implementation projections, the Commission has set a summer<br \/>\nyouth employment target of 14,420 employed.<\/p>\n<p>6. What\u2019s the duration of employment?<\/p>\n<p>The ARRA-funded Summer Youth programs are from May 1, 2009 through<br \/>\nSeptember 30, 2009<\/p>\n<p>7. Who do they see about a job?<\/p>\n<p>Anyone interested in participating in the Summer Youth Employment<br \/>\nprogram should contact their local workforce board. They may go to<br \/>\nwww.texasworkforce.org for information on their local workforce center<br \/>\nor to find the workforce board in their area.<\/p>\n<p>8. What are the age limits for job applicants?<\/p>\n<p>Participants must be between the ages of 14 and 24.<\/p>\n<p>9. WIA Youth Eligibility<\/p>\n<p>To be eligible, youth must meet A, B, C, and D.<\/p>\n<p>A. Basic eligibility &#8211; U.S. citizen or eligible to work in the United<br \/>\nStates;<\/p>\n<p>Registered for Selective Service if male 18+ years<\/p>\n<p>B. Be between ages 14 and 24<\/p>\n<p>C. Low-income eligibility as defined in the WIA Eligibility<br \/>\nGuidelines Glossary Desk Reference<\/p>\n<p>D. Be in one or more of the following categories:<\/p>\n<p>Deficient in Basic Literacy Skills;<\/p>\n<p>School Dropout (youth who are home-schooled are not dropouts)<\/p>\n<p>Homeless, Runaway, or Foster Youth;<\/p>\n<p>Pregnant or Parenting;<\/p>\n<p>Offender; or<\/p>\n<p>In need of additional assistance to complete an educational program,<br \/>\nor to secure and hold employment (as defined by Board policy).<\/p>\n<p>10. Was the federal money divided between the regions based on<br \/>\nunemployment rates?<\/p>\n<p>Yes, in part.
