{"id":9500,"date":"2010-02-28T07:25:06","date_gmt":"2010-02-28T12:25:06","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=9500"},"modified":"2010-02-28T07:30:36","modified_gmt":"2010-02-28T12:30:36","slug":"dhh-ask-for-captioning-on-airline-inflight-entertainment","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2010\/02\/28\/dhh-ask-for-captioning-on-airline-inflight-entertainment\/","title":{"rendered":"D\/HH ask for captioning on airline inflight entertainment"},"content":{"rendered":"<p><strong>Deaf and hard of hearing ask for captioning on airline inflight<br \/>\nentertainment<\/strong><\/p>\n<p>BY ETN STAFF WRITER | FEB 25, 2010<\/p>\n<p>The Association for Airline Passenger Rights (AAPR) called on the US<br \/>\nDepartment of Transportation this week to require commercial air carriers to<br \/>\nprovide closed-caption or subtitles on all in-flight entertainment for deaf<br \/>\nand hard-of-hearing passengers. While the DOT requires that captioning be<br \/>\navailable on all safety and information related videos, it does not enforce<br \/>\nthe same accessibility standard for in-flight entertainment, such as movies<br \/>\nand television shows.<\/p>\n<p>&#8220;In 2010, nearly twenty years after the signing of the landmark Americans<br \/>\nwith Disabilities Act, you would think that all airlines would make a<br \/>\ngood-faith effort to make accommodations to their paying customers who are<br \/>\ndeaf or hard-of-hearing, so that all aspects of flying are accessible to<br \/>\nthem,&#8221; said Brandon M. Macsata, executive director of the Association for<br \/>\nAirline Passenger Rights referring to in-flight entertainment being<br \/>\ninaccessible. &#8220;This requirement would not only uphold the spirit of the law,<br \/>\nit would also demonstrate a commitment by the airlines to improve customer<br \/>\nservice for all passengers.&#8221;<\/p>\n<p>Title III of the Americans with Disabilities Act (ADA) covers public<br \/>\naccommodations, including businesses that are public accommodations,<br \/>\nprivately-operated transportation, and commercial facilities. The ADA<br \/>\nmandates public accommodations must comply with basic nondiscrimination<br \/>\nrequirements that prohibit exclusion, segregation, and unequal treatment.<br \/>\nThey also must comply with specific requirements related to, among other<br \/>\nthings, reasonable modifications to policies, practices, and procedures;<br \/>\neffective communication with people with hearing, vision, or speech<br \/>\ndisabilities; and other access requirements.<\/p>\n<p>Aside from the ADA, the 1986 Air Carrier Access Act (ACAA) also covers<br \/>\ncertain aspects of accommodations for the deaf and hard-of-hearing; it<br \/>\nstates that where safety briefings are presented to passengers on video<br \/>\nscreens in the aircraft, the carrier shall ensure that the video<br \/>\npresentation is accessible to persons with hearing impairments by using open<br \/>\ncaptioning or an inset for a sign language interpreter as part of the video<br \/>\npresentation, or by closed captioning.<\/p>\n<p>Said Kenneth DeHaan, founder of the Facebook Cause Require Subtitles On All<br \/>\nAirline Carriers about the proposed requirement: &#8220;We lose value on our<br \/>\ntickets when we cannot enjoy the entertainment on board because there are no<br \/>\nsubtitles. It is not right that we have to pay a full fare and not receive<br \/>\nthe same service as hearing passengers.&#8221;<\/p>\n<p>DeHaan contends that passengers who are deaf or hard-of-hearing travel a lot<br \/>\nso they should be given the same consideration by the airlines as hearing<br \/>\ncustomers.
