College slicing budget<\/strong><\/p>\n

In response to a \u201csuggestion\u201d from state leadership, Howard College is
\nslicing $1 million from its operating budget over the next two years.<\/p>\n

Howard, along with Texas\u2019 other community colleges, universities and
\nselected other agencies, are being asked by state officials to look for ways
\nto trim 5 percent of their expenses to help the state weather the economic
\ndownturn.<\/p>\n

A letter signed by Gov. Rick Perry, Lt. Gov. David Dewhurst and House
\nSpeaker Joe Straus, gave the agencies until Feb. 15 to submit the plan.<\/p>\n

\u201cAnd we\u2019ve done that,\u201d Howard College President Dr. Cheryl Sparks said. \u201cWe
\nhave cut certain operating expenses and in the area of salaries, we are
\nfreezing positions \u2014 we will not fill some vacancies if they arise or we\u2019ll
\nreassign employees if necessary.\u201d<\/p>\n

Sparks said the college will cut $847,000 from the Howard College budget and
\nmore than $300,000 from SouthWest Collegiate Institute for the Deaf during
\nthis biennium to bring the district into compliance with the state mandate.<\/p>\n

Although the original letter from state leadership merely asked for ways for
\nthe agencies to trim their budgets, Sparks said the college decided to act
\nas if it were a set-in-stone requirement.<\/p>\n

\u201cAs we gathered information from sources in Austin and we continued to watch
\nstate revenue trends, it appeared that we needed to plan accordingly,\u201d
\nSparks said. \u201cWe determined that the prudent course of action would be to go
\nahead and implement the plan.\u201d<\/p>\n

Pending further instructions from the state, the college is merely \u201csetting
\naside\u201d the revenue for now rather than sending it directly to Austin, she
\nadded.<\/p>\n

Sparks said she was unsure how the cuts would effect college services.<\/p>\n

\u201cWe will certainly try to limit the number of services we cut,\u201d she said.
\n\u201cBut, with a tighter budget, that will be more difficult.\u201d<\/p>\n

Also, the timing of the budget cuts are making a big impact.<\/p>\n

\u201cIt\u2019s more difficult at this time of the year to make cuts,\u201d Sparks said.
\n\u201cMany of the things we budget for, we spend the money at the start of the
\nfiscal year in September. As it stands now, we are having to cut money
\nbudgeted for day-to-day operations.\u201d<\/p>\n

It is still to be determined how long the cuts will be required. Sparks said
\ninformation she\u2019s received indicates they will effect this biennium and the
\nnext, but the picture is unclear after that.<\/p>\n

\u201cOf course, if the economy rebounds, that will paint a more positive picture
\nas we move forward,\u201d Sparks said.<\/p>\n
