{"id":9528,"date":"2010-03-02T04:20:07","date_gmt":"2010-03-02T09:20:07","guid":{"rendered":"http:\/\/deafnetwork.com\/wordpress\/?p=9528"},"modified":"2010-03-02T05:58:33","modified_gmt":"2010-03-02T10:58:33","slug":"college-slicing-budget","status":"publish","type":"post","link":"https:\/\/deafnetwork.com\/wordpress\/blog\/2010\/03\/02\/college-slicing-budget\/","title":{"rendered":"College Slicing Budget"},"content":{"rendered":"<p><strong>Education &#8211; Howard College Budget<\/strong><br \/>\nMarch 1, 2010<\/p>\n<p><strong>College slicing budget<\/strong><\/p>\n<p>By STEVE REAGAN<br \/>\nStaff Writer<\/p>\n<p>In response to a \u201csuggestion\u201d from state leadership, Howard College is<br \/>\nslicing $1 million from its operating budget over the next two years.<\/p>\n<p>Howard, along with Texas\u2019 other community colleges, universities and<br \/>\nselected other agencies, are being asked by state officials to look for ways<br \/>\nto trim 5 percent of their expenses to help the state weather the economic<br \/>\ndownturn.<\/p>\n<p>A letter signed by Gov. Rick Perry, Lt. Gov. David Dewhurst and House<br \/>\nSpeaker Joe Straus, gave the agencies until Feb. 15 to submit the plan.<\/p>\n<p>\u201cAnd we\u2019ve done that,\u201d Howard College President Dr. Cheryl Sparks said. \u201cWe<br \/>\nhave cut certain operating expenses and in the area of salaries, we are<br \/>\nfreezing positions \u2014 we will not fill some vacancies if they arise or we\u2019ll<br \/>\nreassign employees if necessary.\u201d<\/p>\n<p>Sparks said the college will cut $847,000 from the Howard College budget and<br \/>\nmore than $300,000 from SouthWest Collegiate Institute for the Deaf during<br \/>\nthis biennium to bring the district into compliance with the state mandate.<\/p>\n<p>Although the original letter from state leadership merely asked for ways for<br \/>\nthe agencies to trim their budgets, Sparks said the college decided to act<br \/>\nas if it were a set-in-stone requirement.<\/p>\n<p>\u201cAs we gathered information from sources in Austin and we continued to watch<br \/>\nstate revenue trends, it appeared that we needed to plan accordingly,\u201d<br \/>\nSparks said. \u201cWe determined that the prudent course of action would be to go<br \/>\nahead and implement the plan.\u201d<\/p>\n<p>Pending further instructions from the state, the college is merely \u201csetting<br \/>\naside\u201d the revenue for now rather than sending it directly to Austin, she<br \/>\nadded.<\/p>\n<p>Sparks said she was unsure how the cuts would effect college services.<\/p>\n<p>\u201cWe will certainly try to limit the number of services we cut,\u201d she said.<br \/>\n\u201cBut, with a tighter budget, that will be more difficult.\u201d<\/p>\n<p>Also, the timing of the budget cuts are making a big impact.<\/p>\n<p>\u201cIt\u2019s more difficult at this time of the year to make cuts,\u201d Sparks said.<br \/>\n\u201cMany of the things we budget for, we spend the money at the start of the<br \/>\nfiscal year in September. As it stands now, we are having to cut money<br \/>\nbudgeted for day-to-day operations.\u201d<\/p>\n<p>It is still to be determined how long the cuts will be required.
