Job Description:

Program Specialist V Performs advanced consultative and technical
work in the development, planning, and implementation of work related
to Children with Developmental Disabilities. Provides consultative and
specialized technical services and training to agency program staff,
other governmental agencies, other state agencies, and community
organizations regarding Children with developmental and physical
disabilities who are in under the Managing Conservatorship of Child
Protective Services (CPS). Trains others on programs and issues
impacting Children with Disabilities in the CPS program.
Appropriately handles sensitive or confidential information. Liaison
with public and private organizations or groups. Consultant to CPS
staff serving children and families and particularly to Developmental
Disabilities (DD)Specialists in all CPS regions. Conducts ongoing
meetings and scan calls with CPS DD Specialists and their managers.
The position will assist regions in securing specialized placements
for children with mental and physical disabilities and interacts
closely with the state office Placement Division. The position
interacts routinely with conservatorship staff, DD specialists,
Service Program Administrators (SPAS), Information Technology staff,
State Office staff, other HHSC departments (DARS, DADS, DSHS) and
HHSC, and statewide organizations focusing on providing services and
advocating for children with disabilities.

Essential Job Functions:

Responsible for approval of child placements in specialized settings.
This will include assisting regional staff with forms and placement
options. 20% *Development of new placement options and maintaining
information regarding resources for children with disabilities. 15% *
Monitors project outcomes to assess quality of service delivery and/or
need for changes in the existing systems. Identifies and develops
project service needs and implements project initiatives. 10%
*Researches and analyzes information from other agency divisions,
other state agencies, community and advocacy groups, and other states
for the purpose of program development and planning. Develops and
coordinates and/or participates in the revision of automated systems
and provides technical assistance to staff regarding the automation
process of special projects. 5% *Plans, develops, and revises policy
and procedures. 10% Serves as a subject matter expert and provides
technical assistance, training, and written information to CPS staff,
external partners, and other states regarding the use of new
technology methods to advance program or project initiatives. 10% *
May coordinate, plan, organize, and facilitate meetings with a
statewide work group. 5% * Conducts regional site visits, including
activities such as policy and project implementation, to identify
performance issues and trends to develop action plans. 5% * Develops
special project reports, studies, issue and position papers, and
administrative reports. 5% *Prepares and writes/edits grant proposals
to obtain funding for projects or programs. Develops program
specifications for and writes the request for proposal (RFP)
documents. 5% *Writes and conducts public and staff surveys to
solicit input from the community and other stake holders for the
purpose of program enhancements and development. 5% * Reviews and
evaluates service delivery through input from field staff and review
of management reports and special studies. Evaluates national trends
and stays abreast of current disability research. Networks with state
and national governments, associations, advocates, and academia, to
improve program operations. 10% Performs other duties as assigned and
required to maintain unit operations. Attends work regularly in
accordance with agency leave policy.

Knowledge Skills Abilities:

Knowledge of state and federal laws and regulations related to the
CPS program. · Specialized knowledge of CPS program and child welfare
practice * Knowledge of diverse cultures and family dynamics · Skill
in program planning, development and implementation. · Strong verbal
and written communication skills · Skill at establishing and
maintaining productive working relationships both internally and
externally. · Ability to approach problems critically and
analytically · Ability to prioritize and manage multiple
responsibilities. · Ability to understand new information effectively
and quickly. · Ability to plan, direct and assign responsibilities and
supervise the work of others. · Ability to present information at
training sessions, conferences, or legislative hearings.

None

Initial Selection Criteria:

Two years of full-time experience performing supervisory, managerial,
professional, or technical work which must include: analysis of work
problems having an administrative aspect and interpretation of
complex written material; or planning, organizing, and coordinating
requirements for support services or program operations where a wide
range of demands are involved, including interpretation of complex
written material. A graduate degree in public administration,
business administration, or human resources administration from an
accredited college or university may be substituted for one year of
the experience.

Additional Information:

Prefered Qualifications: -Experience in child placement and working
with children within the Child Protection Services program.
-Experience in programs for children with disabilities.
-Demonstration of verbal and written communication during the
interview process. -Demonstration of the ability to work well with
others and coordinate statewide programs. Must have ability to
interpret federal regulation and state policy and procedures. Must
have knowledge of child protection, child placement issues, family
dynamics and children with developmental disabilities. Must have good
writing skills and skills in identifying trends in quality service
delivery, management of groups and motivating and relating to people.
Must have knowledge and understanding of the Internet and skills in
Microsoft Office applications of WORD, Excel, and Power Point.
