DARS DHHS Seeking Raters for Interpreter Evaluation
This is a notice of Open Enrollment for “BEI Rater Services”. The
DARS, Office for Deaf and Hard of Hearing Services (DHHS) is seeking
raters to evaluate candidates for interpreter certification.
This is not a competitive bid and there is no bid package.

Qualifications:
Each rater shall preferably possess a Bachelors degree; shall be
certified at Level III, Level IV, Level V, Advanced or Master level of
the BEI certification program and preferably with a minimum of 10
years interpreting experience; shall be a resident of the State of
Texas; and must have knowledge of linguistics, sign language theory,
and interpreting, and must be able to effectively work in teams. Each
interested rater shall submit a five minute signed video recording
introducing self, including information as to how you will meet the
qualifications required, and reasons for desiring to serve as a rater.
Rater Responsibilities:
Evaluate the expressive and receptive skills of interpreter
candidates who take the Basic, Advanced, or Master level performance
tests by utilizing the prescribed subjective and objective scoring
methodology established by the BEI Board and test development experts;
Attend mandatory training sessions prior to participating in rater
scoring sessions;
Shall consistently score within an acceptable standard deviation
range to ensure a high level of inter-rater reliability; and
Shall contribute effective dialogue as a rater team member in the
process of scoring each candidate.
The rater process involves scoring a candidate’s performance to
assess their proficiency in the following areas:
Spoken English-to-ASL;
Spoken English-to-Signed English;
ASL-to-Spoken English;
Signed English-to-Spoken English;
Written English-to-ASL (Sight Translation)
Upon request by DARS-DHHS, rater services may include proctoring
services on an as needed basis at various testing sites around the
state, and may also include analyzing the skills of a candidate’s
videotaped performance evaluation and composing a report.
Candidates shall submit a letter of interest; current vitae and two
letters of reference from a deaf consumer, an employer, or a
professional or certified BEI interpreter in good standing.
Rater services are provided by multiple providers at locations
throughout Texas.
