Sioux Falls, S.D.  CSD, the world’s premier private, non-profit
telecommunication and human service organization for deaf and hard of
hearing individuals, proudly announced the selection of Dr. Bobbie
Beth Scoggins to the position of chief operating officer (C.O.O.),
effective Jan. 2, 2008. In this position, Scoggins will assume
responsibility for all aspects of CSDs human service divisions,
including community interpreting, national programs and services,
Camp Lakodia, CSD-TV and SIGNews.

A nationally renowned leader and advocate of human service programs,
Scoggins brings to CSD nearly 25 years of experience leading the
development and delivery of human services, video technology
applications, regulatory and government relations, management as well
as promoting sports and the arts.

In making the announcement, Dr. Benjamin Soukup, CSD chief executive
officer, said, “I am pleased with this appointment and look forward
to Bobbie Beth’s important role on our executive team. Given the
company’s strategic focus on its core capabilities in human services,
interpreting and technology, we concluded that Bobbie Beth’s extensive
experience, thorough knowledge of human service operations and
demonstrated leadership capabilities suit her well for this type of
position in our organization.”

initiative, can-do attitude and her leadership. I am firmly

Most recently, Dr. Scoggins was the executive director for the
Kentucky Commission on the Deaf and Hard of Hearing. During her
14-year tenure there, Scoggins had accomplished amazing results 
surpassing all expectations and bringing national recognition to the
state of Kentucky as being one of the most progressive in deaf and
hard of hearing services. She was instrumental in establishing a
telecommunications access program, a state licensure law for sign
language interpreters, an educational resource center on deafness,
universal newborn hearing screening, insurance coverage for hearing
aids, mental health programs for deaf and hard of hearing consumers,
TV captioning and a statewide videoconferencing network, the famous
Kentucky Deafestival, and many other initiatives.

Prior to that, she had experience as the executive director of the
Texas Foundation on Deafness; served as an ADA, Section 504 and equal
opportunity specialist; a director of an alcohol and drug program; was
a business manager for an architectural firm; and has had varied
experiences as a teacher, actress, lecturer, author, researcher,
athlete, lobbyist, political campaign manager, and board member of
numerous civic and community organizations. She is currently the
president of the National Association of the Deaf.

Bobbie Beth received her Ed.D. in institutional management from
Pepperdine University, her masters degree in administration from the
California State University at Northridge (CSUN) and her bachelors
degree in psychology also from CSUN.

services to deaf and hard of hearing citizens in the state of South
