Underage drinking: A Problem as Big as Texas (video available & captioned version)

I am pleased to report that the underage drinking video captioning has

The Department of State Health Services supervises and funds the
Partnership for a Drug-Free Texas. The Texas Partnership is an arm of
the Partnership for a Drug-Free America, a private, non-profit
coalition of professionals from the communications industry. DSHS’
involvement and funding make the Texas Partnership unique.

DSHS has used the Partnership for a Drug-Free Texas to generate
millions of dollars in advertising and media exposure to encourage
Texas youths to make wise choices about alcohol and other drugs. The
Texas Partnership reviews public service announcements provided by the
national organization, adds the state logo and hot line number and
distributes the ads to more than 70 television stations, 1,300 print
publications and 600 radio stations around the state. The Texas
Partnership also generates creative work tailored to address concerns
identified by DSHS. The Partnership has designed book covers and
posters that were distributed to Texas students, set up kiosks with
anti-drug information in malls and developed a billboard campaign
targeting marijuana use.

The Department of State Health Services State Incentive Program
Advisory Committee met today to consider the concerns and issues with
the state’s underage drinking numbers.

The committee was called to order and they approved their minutes
from their December 12th meeting.

They next considered the need to increase the awareness about
underage drinking across the state, and then discussed the development
of the Underage Drinking: A Problem as Big as Texas video.

The members viewed the video.

The video included information on using student to student methods to
reduce underage drinking. The video further had information about the
legal consequences with underage drinking, and there was a testimonial
from a mother who lost her son due to his drinking.

Following the video the members discussed the successes in alcohol
prevention efforts, and then considered a presentation about the
efforts in Harris County.

In the presentation, the members heard about the targeted regions and
the differences between those regions.

The members heard about the methods used to reduce the rate of
alcohol use in young adults and those under the legal age.

The members were told about the factors that influence the use of
alcohol and heard about the number of arrests related to alcohol from
1997 to 2004.

The information showed that while public intoxication arrests fell,
the population rose with the number of peace officers being reduced.

The presentation also included comments that this was an issue of
resources for officers and they were also told there needed to be
additional TABC enforcers.

The committee then discussed the improvements by the TABC to better
leverage their resources to be more visible and to discuss the
public’s culture towards drinking, as well as the numbers of
fatalities from alcohol and other factors.

The presentation then continued with information about the high risk
areas of Harris County.

The presentation further provided a comparison between the number of
alcohol accidents for young individuals in Harris County compared with
the nation and the state as a whole.

The information showed younger drivers were involved in more alcohol
related accidents.

The presentation further provided information about the level of
binge drinking compared to the state and the rest of the nation and
included information about the level of binge drinking of school aged
individuals.

The presentation concluded with a focus on the norms in our
communities and the issues of accountability.

The committee members next looked at a presentation on the Fatal
Accident reduction strategy in efforts to reduce the fatalities.

The strategy targets dangerous behaviors and the need to create a
sense in the community that the police were everywhere.

The members heard the strategy uses unmarked vehicles, no refusal
rights in which blood would be drawn when an individual refuses to
take a breath analyzer, and the use of “Bat mobiles” that allow law
enforcement to intake individuals at the scene.

The members then heard about the challenges in obtaining information
on alcohol usage and the issues with obtaining information on
emergency room visits.

They were also told about the challenges with comparing information
between regions and the need to find what happens to those who receive
DWI convictions.

The committee members next heard a request to re-regionalizing the
state to create the same regions for all agencies and entities.

The committee members also heard a request to embed the Texas School
Survey in the Academic Excellence System to require schools to provide
information on Drug and Alcohol usage.

Following the presentation, the members stated their appreciation for
the information and then heard a presentation about the Environmental
Strategy.

The members were told the strategy included a desire to track
information over a period of time, and the strategy uses a survey that
was a part of the state evaluation.

The survey conducted looked at consumption patterns, and the related
issues with drinking and driving, as well as the perceptions of the
issues in the communities.

This information was gained from a the statewide telephone survey of
400 individuals, and included information that half of those contacted
have used alcohol in the last thirty days.

The information also included information about the high levels of
individuals driving within an hour of drinking.

The presentation continued with other information about the public’s
knowledge of the state’s drinking laws. The survey showed a third of
the population not knowing about all the laws related to drinking.

The information next looked at the perceived risk by Texans. The
survey showed 40 percent of Texans know the risk of being caught while
drinking.

The next piece of information provided to the committee was that 90
percent of Texans believe they would be convicted when caught
drinking.

The members lastly were told that the next stage would be to track
the information to look for changes in the perceptions and behaviors
of individuals.

Following the presentation the meeting was concluded.
