911 policy at Rogers Elementary questioned after near-drowning

HOUSTON — A school source contacted 11 News Friday with troubling
information about a near-drowning at T.H. Rogers Elementary.

On Thursday, a 9-year-old deaf girl fell into the school’s indoor
swimming pool during a P.E. class.

When staff members pulled her from the water, she was unconscious.

She was taken to the hospital, where CPS said she remains on life
support.

But now some are asking questions about how long it took before
anyone dialed 911.

A school source who wanted 11 News to conceal their identity said
teachers at the school are not allowed to call 911 for help during
medical emergencies.

“They first have to call the office on the intercom. Then the
office will get the nurse. And the nurse goes down to the area where
the injured or sick child is, and the nurse will make the
determination to call 911,” the source said.

Exactly how long it took for the call to go out to emergency crews
Thursday is unclear.

HISD released a statement saying staff members performed CPR, and
paramedics were contacted through 911.

But the source said that is simply untrue, and they believe students
are at risk.

“I believe that precious moments are wasted and the judgments of
adults in that classroom should be sufficient,” the source said.

Rogers Elementary has a very diverse enrollment, and many of its
students are physically challenged.

The girl who fell in the pool was not only deaf, but she was also
known to have seizures.

HISD said she was underwater for one minute, but the school source
said they found that hard to believe.

“How do they know she was in there less than a minute unless they
saw her fall,” the source asked.

11 News was unable to contact the child’s family Friday.

Staff members said at the time of the accident, the girl was sitting
on the pool’s edge. They said she suddenly slumped over or fell into
the water.

HISD’s Office of Inspector General is investigating the incident.

It should be noted that Rogers Elementary is considered to be one of
Houston’s better schools.
