Job Description:

The Specialized Telecommunications Assistance Program (STAP) Manager is hired by, is accountable and reports to the Director and performs complex (journey-level) managerial work administering the daily operations and activities of Deaf and Hard of Hearing Services (DHHS) Specialized Telecommunications Assistance Program (STAP). Work involves establishing goals and objectives; developing guidelines, procedures, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, STAP activities; and monitoring budget expenditures. Plans, assigns, and supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Initial Selection Criteria:

  • Experience in leading teams and/or project management.
  • Prior experience with assistive technology for individuals who are deaf, hard of hearing, speech impaired, or with other disabilities.
  • Must be able to communicate effectively in American Sign Language.

The Blind Children’s Vocational Discovery and Development Program (BCP) has a job opening for a DeafBlind Specialist (Case Manager IV). This position may be located in Dallas, Austin or Houston. The posting will close on 5/19/2023.

Job Description: The DeafBlind Specialist works under the direction of the Blind Children’s Vocational Discovery and Development Program Policy and Program Development Manager within the Office of Health and Independence to provide advanced (senior level) highly complex case management and consultative services to children who are DeafBlind and their families, statewide, to achieve their goals towards independence.

Provides highly complex technical assistance to caseload-carrying staff and other related service providers to address the impact of the child’s combined vision and hearing loss. Through consultation to the blind children’s specialist, assessment, planning and direct service provision, facilitates children’s optimal development in the areas of adjustment to blindness, independent living, travel, communication, support services, vocational discovery and development.

Provides families of BCP children with support in finding and coordinating local, state and national resources. Develops ongoing relationships within the DeafBlind community to coordinate services. Works with supervisor and team lead to identify programmatic needs and recommend policy changes. Provides training and mentoring to other specialists. Work at this level is performed under minimal supervision with extensive latitude for the use of initiative and independent judgment. Performs related work, as directed.
