The Federal Aviation Administration (FAA) is a federal government agency responsible for the safety of civil aviation. Our major roles include the following: (1) regulating civil aviation to promote safety; (2) encouraging and developing civil aeronautics, including new aviation technology; (3) developing and operating a system of air traffic control and navigation for both civil and military aircraft; (4) researching and developing the National Airspace System and civil aeronautics; (5) developing and carrying out programs to control aircraft noise and other environmental effects of civil aviation; and (6) regulating U.S. commercial space transportation.

Non-Competitive Process ? The FAA, an Excepted Service agency, is exempt from using the Office of Personnel Management (OPM) Schedule A Special Appointing Authorities. Instead, the FAA utilizes the On-The-Spot Hiring Authority to non-competitively hire candidates with disabilities as well as disabled veterans with a rating of 30% or more. The Flight Standards Service, General Aviation and Commercial Division is responsible for regulations and policy recommendations governing the certification, inspection, and surveillance of: (1) General aviation airmen; (2) General aviation air agencies ( part 141 pilot schools); (3) Private operations (part 91 corporate, business, personal and recreational, and subpart K fractional ownership); (4) Public aircraft/commercial operations (rotorcraft external load, agricultural, part 125 operators); and (5) the Designated Pilot Examiners (DPE). This division serves as the national focal point for the aviation community on general aviation affairs and sport aviation (excluding light sport pilot).

Minimum Qualifications: All applicants must demonstrate one-year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade (FG/GS-13, or pay band FV-I), or (FG/GS- 14, or pay band J) in the federal service. SPECIALIZED experience is experience which is in or related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must be at least equivalent to the next lower grade or band level in the normal line of progression for the occupation in the organization.

Knowledge, Skills, and Abilities (KSA):

Applicants should provide separate narrative statements identifying their experience satisfies each KSA (listed below) by describing accomplishments and providing examples. Responses should be specific and clearly reflect the highest level of ability. Applicants who do not submit narrative statements may be considered, but it may adversely impact the rating and/or ranking of their application and may not be referred. Experience is subject to verification.

KSAs for Pay Band I/J:

1. Experience interpreting regulations, policies, and procedures related to certification and clarification of general aviation and commercial operations [Title 14 CFR Parts 61, 91, 91K, 101, 103, 105, 125, 133, 137, and 141] in response to inquiries from various agencies and individuals, such as Congress, the NTSB and the general public.

2. Ability to evaluate and analyze field implementation of FAA Flight Standards programs, for example on-site reviews of agency implementation of programs such as; safety management systems and tools used to determine, analyze, and mitigate hazards and risks associated with implementation of FAA and aviation industry programs.

3. Ability to develop FAA and Industry procedures, policies, guidance materials or regulations in response to new technology or changes to the National Airspace System.

4. Experience applying aviation certification procedures, regulations, and policies applicable to certification and clarification of general aviation and commercial operations [Title 14 CFR Parts 61, 91, 91K, 101, 103, 105, 125, 133, 137, and 141].

5. Experience effectively communicating technical information to diverse audiences using different techniques particularly verbal and in writing including the use of advanced computer applications and audio visual equipment.

Drug Test Requirements: Not required for this ?specific? position.

Security Clearance Requirement: This is a non-critical sensitive (Level 1) position.
