For entities that would like to submit a proposal for the Deafness Resource Specialist contract in Tyler/HHSC Region IV:
The State of Texas, by and through the Department of Assistive and Rehabilitative Services, Division for Rehabilitation Services (DARS), Office for Deaf and Hard of Hearing Services (DHHS) seeks to fund one Deafness Resource Specialist in HHSC Region IV, Tyler area, in accordance with the specifications contained in this Request for Proposal (RFP). In particular, the services requested herein, and to be provided under any contract awarded as a result of this RFP are for the purpose of facilitating access to services of federal, state and local governments, and organizations and private entities for persons who are unserved and underserved and who are deaf or hard of hearing.

The purpose of the DHHS Specialist Program — DeafnessRS is to facilitate access to services of federal, state and local governments, and organizations and private entities for persons who are unserved and underserved and who are deaf or hard of hearing. The program works with state and local governments, organizations and private entities to make their services accessible and readily available to persons who are deaf or hard of hearing by removing attitudinal and communication access barriers. The program assists consumers by sharing information about services available and by providing training, information and referral as necessary and ensures that they get needed services. The DeafnessRS program works with persons who are deaf, hard of hearing and late-deafened in the areas of advocacy, self-empowerment and sensitivity training, as well as empowering consumers regarding Federal and State mandates on equal access to services, including education and employment.
